A. CALL TO ORDER
Mayor Mark Johnson called the meeting to order at 7 p.m.

Staff present included City Manager Doug Russell, City Attorney Johnna Preble, City Clerk
Aimee Brunckhorst, Public Works Director Susie Turner, Senior Engineer Keith Haskins, and
Utility Management Superintendent Joe Schrader.
B. DISCUSSION
1. Water Conservation and Restriction Plan
City Manager Doug Russell began the staff presentation with a brief summary.
00:03:22 Public Works Director Susie Turner began the presentation by providing background
regarding system capabilities, water demands in the past, and the reasoning for the plan.
00:04:45 Director Turner spoke regarding the lower zone and the wells that support the lower
zone. She explained that the Noffsinger Spring water source is now offline and what the city is
developing to replace it. She provided information about facility planning and the capital projects
that are underway to support growth.
00:08:01 Director Turner explained that the city has high peak demands during irrigation season.
00:09:55 Director Turner spoke regarding the upper zone and the peak demand numbers and
what is sustainable and then talked about the lower zone numbers.
00:13:35 Director Turner went into details about the conservation plan and staged restriction
protocols.

00:13:55 Mayor Johnson asked questions about the timing that the Noffsinger well went offline,
and questions related to the replacement well.
00:14:58 Councilor Graham asked about the city growth rate expected and the growth rate that
was reached and talked about problems related to over building.
00:18:32 Director Turner continued her presentation related to the timing of peak demand and
then the locations of the upper and lower zones.
Councilor Nunnally asked questions regarding large irrigators.
00:21:29 Director Turner explained Stage 1 which includes voluntary water wise actions. She
talked about education of the public and the high irrigation users.
00:25:02 Director Turner explained Stage 2 which would include mandatory irrigation
conservation actions and what would and would not apply. She spoke regarding actions being
taken by the City Parks Department to reduce the impact of irrigation of city parks.
00:29:10 Director Turner spoke regarding restriction exceptions if the city were to need to go
into Stage 2.
00:30:24 Councilor Fisher asked about repercussions and who would monitor compliance. He
then asked about the number of major users.
00:31:49 Councilor Hunter asked about adopting Stage 1 as general practice long-term. He then
asked about planning and forecasting.
00:34:46 Councilor Dahlman asked about regular water usage for an average household. She
asked about threshold measurements and the policing of stage 2 restrictions.
00:38:22 Councilor Nunnally asked about the impact of pipe leakage on the water system.
00:40:46 Mayor Johnson spoke regarding the suspension of irrigation rates in 2020.
00:41:38 Director Turner explained that if the city were to lose a water source, stage 3
restrictions would be needed. She then said the goal is not to restrict water usage, but rather
educate so customers use moderate irrigation practices.
Director Turner and City Manager Russell explained how the ordinance would work.

Mayor Johnson opened public comment.

Mr. Brailey said he would agree that the education component of the water conservation plan is

important. He said he feels residential and commercial growth should be more controlled. He
implored Council to create restrictions and further regulations on future development.
01:10:48 Richard Manuel, Public Comment
Mr. Manuel spoke regarding concerns with the rate of growth saying increased infrastructure
should be built prior to development approval. He relayed his experiences in cities he previously
resided in.
Seeing no further public comment, Mayor Johnson closed public comment.
2. Review of Updates to the Design and Construction Standards
01:15:12 City Manager Russell began a summary of the process this item has gone through to
this point.
01:16:05 Mayor Johnson began discussion regarding why this item was brought back for another
work session.
01:17:35 Mayor and Council continued discussion on the standards.
C. PUBLIC COMMENT
Mayor Johnson opened public comment. Seeing none, he closed public comment.

D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Doug Russell explained that an issue has come up with the Hilton Garden Inn
lease based upon sale of that property. The Hilton came to terms with the Airport based on the
appraised value for that property. The change will come back before Council for approval.
02:18:48 Mayor Johnson reported he will verify at the next Landfill Board meeting that all the
property has been acquired for the next 50 years of use at the landfill.
Mayor Johnson urged citizens to remember the meaning of the 4th of July. He then reminded
people that the selling and use of fireworks is not allowed within the city.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 9:18 p.m.
