Ordinance 1880 — Second Reading — Farm District Planned Unit Development This ordinance considers initial zoning of B-2 (General Business) and a Commercial Planned Use Development overlay on 37.6 acres at the northwest corner of Highway 93 North and Church Drive. 3. Ordinance 1881 — Second Reading — Morning Star Community Zoning 4. Ordinance 1882 — Second Reading - Noller Truck & RV Center Planned Unit Development This ordinance considers a request for a Commercial Planned Unit Development overlay for a truck and RV Center on 9.72 acres at 3178 Highway 93 South. 5. Ordinance 1883 — Second Reading — R4 Zoning Intent This ordinance considers a zoning text amendment which would allow the R-4 (Residential) zoning district to be implemented in the Suburban Residential growth policy areas. PUBLIC HEARING — Eagle Valley Ranch Council will consider public comment on an application to amend the growth policy future land use map from suburban residential to urban mixed use for the Eagle Valley Ranch Addition on 6.8 acres at 3201 U.S. 93 North. Mayor Johnson opened the public hearing and called for public comment. Seeing none, he closed public comment. H. PUBLIC COMMENT Mayor Johnson opened general public comment. John Barr, Public Comment Mr. Barr owner of the Grand Hotel at 100 Main Street spoke regarding parking concerns related to the possible loss of the parking behind the Grand with the construction of the proposed parking garage. He then spoke regarding concerns with the look and height of the proposed parking garage. Motion to Authorize Limited Expenditure of Funds within the Fiscal Year 2023 Preliminary Budget & Call for a Public Hearing This is a request for authorization to expend funds identified in the FY2023 preliminary budget necessary for city operations until the final budget is approved and schedule a public hearing for July 5, 2022. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) Cites egg Russell provided the following report: • At the June 27, City Council work session, Public Works will be presenting a water conservation plan, and then the Design Standard Review will be discussed again. • Mr. Russell explained the Legislative Interim Committees are meeting and it will soon be time for the city to come up with its Upcoming Legislative Platform — early fall. There are currently state level attempts to remove all references of land use and building codes. 00:23:46 Councilor Hunter spoke regarding public comment given earlier in the meeting by John Barr asking for clarification about the parking required by the original proposal. He then spoke to concerns that the related request for proposals will not be out to the public long enough. 00:26:52 Councilor Nunnally thanked first responders and others that are handling the flooding situation throughout the County.
