The one area making sense for the proposed downtown parking structure is to allocate atleast one third of the proposed
total apartments to affordable housing. Federal incentives at one time were in place to encourage developers to do this
but I am doubtful they are there now. The developer should be encouraged to look into this. A good road map for
affordable housing is to hook it to all the incentives the city is already providing the developer not provide additional. Of
course, eight stories will forever change the downtown and be an eyesore but it hasn't stopped the city from okaying
ugly cookie cutter subdivisions.
I would also like to remind our city staff the importance of civility. They should take the lead on this. Citizens must be
civil and respectful to staff but staff should also be respectful to citizens. Patronizing attitudes and push back do not
move either parties to good government.
One other concern outside this parking structure subject is our police. Our new Parkline will require more of their
manpower. It could become a magnet for the homeless and increased crime which would be awful for such a good
project. Please encourage your departments to find money in their budgets or seek out grants to hire additional police .
Again, this is the wrong time to increase sewage or any fees on a community stressed by inflation but there certainly can
be a hiring freeze for the other departments until the economy is stronger.
