A. CALL TO ORDER
Mayor Mark Johnson called the meeting to order at 7 p.m.

Staff present in Council Chambers included City Manager Doug Russell, City Attorney
Charlie Harball, City Clerk Aimee Brunckhorst, and Development Services Director
Jarod Nygren.
B. DISCUSSION
1. Downtown Parking •
City Manager Doug Russell provided a review on this item and then spoke regarding new
elements the developer of this project is exploring.

revised concept that the developer is considering.
00:08:29 Councilor Dahlman asked about residential parking if this revised concept moves
forward.
00:10:45 Councilor Dahlman asked about the definition of workforce housing.
00:11:49 Councilor Graham asked about the market rate for this project.
00:12:57 Councilor Daoud asked for details about ownership and how workforce housing would
likely be handled.

Mayor, Council, and staff discussed what workforce housing funding through tax increment
financing might look like for this project and the process that would need to be used.
00:22:40 Councilor Nunnally spoke regarding parking space concerns.
00:25:04 Councilor Daoud spoke to concerns about administration of TIF for workforce housing.
He then spoke to parking.
00:27:03 Councilor Hunter asked for further clarification about how a workforce housing
component would work and what the parking space lease arrangement would look like.
Councilor Hunter provided discussion about how he would like workforce housing handled. He
provided discussion about his views on subsidies.
Councilor Hunter spoke regarding concerns about the look and the height of the parking
structure.

Mayor, Council, and staff discussed the timing of the project.
00:38:39 Mayor, Council, and staff continued talking about how financing would work if
workforce housing was included with TIF monies.
00:39:52 Mayor, Council, and staff discussed the cities' purpose behind the original request for
proposals that led to this project, what this project may look like, and what they would like to see
moving forward.
00:56:46 City Manager Russell summarized the discussion and what Council would be
comfortable with moving forward.
Council discussed further plans to move forward.

D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Russell explained that the hospital has begun an ambulance component that is not
taking over the ambulance service of the city. They will primarily handle service calls on the
Logan Health campus but will provide back-up to the city if needed.

01:03:35 The Kalispell Parkline Trail and Linear Park ribbon cutting will be July 21, 2022, at
5:30 p.m. with events arranged through the Kalispell Chamber of Commerce happening
throughout the day.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 8:03 p.m.
