06-22-05 Airport MinutesCity of Kalispell AIRPORT ADVISORY COUNCIL Minutes — June 22, 2005 Present were: Airport Advisory Board Members Keith Robinson, Tom Allison, Gib Bissell, Rod Bitney; Absent: Tom Weber, Scott Richardson, Dan Snyder; City of Kalispell Staff Jim Patrick, Becky Spain; Guests Fred Leistiko — Airport Manager The meeting was called to order at 3:05 p.m. by vice chairman Keith Robinson. The May minutes were approved as written. HEAR THE PUBLIC — None present. AIRPORT MANAGER UPDATE — The Airport Affected Area had their first meeting. The four member board elected a fifth member, Bill Paullin. They will meet again in July and start on a draft set of Rules and Regulations that the City and County will review and adopt. There will need to be a public hearing by the committee, plus the City and County will need to do a certified mailing to all property owners in the affected area. Fencing has been constructed to the south side of Murdoch's. Chuck Manning's property is next, he has asked for a gate access. Fred sent a letter stating that he will grant him access onto the airport until the new runway is constructed. The City Manager, Airport Manager and City Attorney met with Robert Monk. The appraisal came in at $398,000 and the city has offered him $500,000. He is asking for a $1 million. Negotiations will continue. A letter was sent to Mike Barrett requesting payment of commercial fees and if they are not paid a fence will be erected between his property and the City Airport property. Appraisal process has begun on the two hangars owned by Pete Gross. The Red Eagle appraisals are all back and we have begun negotiations. We have requested additional information from the appraisers and are now waiting on that. T & L Properties have poured their first hangar floor on the south hangar. Notice of Award has gone out to Schellinger Construction for Phase 1, which includes the taxiways and aircraft ramp. Fred asked the committee to report anybody wishing to start up a business on the airport to make sure they contact him first. This includes Independent Contractors working on owners aircraft. We need to make sure they all meet certain minimum standards. They may be subject to commercial fees. We want to treat everyone the same. The Rules and Regulations were handed out. Leistiko asked everyone to familiarize themselves with the documents. There will be no alcohol consumption on the airport, including hangars, this is a city ordinance. The Construction Standards were also handed out with minor changes that were suggested at previous meetings. The annual budget was turned in to the City Manager, the Preliminary Budget was approved. Fred spoke with the FAA regarding their concerns with the radio towers. The finance company has foreclosed on the radio station and the default judgment is on Judge Curtis's desk. Thirty days after Judge Curtis signs the default it will go to a sheriffs sale. The Kalispell City Airport has been moved up to priority number three in the Northwest region of the FAA. It will now be a $10.7 million project when completed. All of the hangar sites have been spoken for, but we may have a couple available if they don't build on schedule. All of the hangar sites have been invoiced and they will have until July 3 1 " to pay the annual fees or the contract will become null and void. NEW BUSINESS The contract for Airport Manager expire on June 30"', Jim Patrick asked the council if they had any objections to the city hiring Fred on as an employee of the City, part-time. Tom recommended supporting the City Manager to appoint Fred as the Airport Manager with the City, not as a contract employee. Keith second. All voted in favor. Rod asked if the City would own any hangars and Jim stated that the City does not intend on owning any hangars at this time, but that could change depending on circa nstances. Jim stated that the city and council are revisiting the Airport TIF and correcting some minor errors that were made during the initial creation of the document. Circumstances have also changed. Meeting adjourned at 5:00 p.m.
