Cara moved the January Meeting Summary be accepted; David seconded. All voted in favor. Note: February
meeting was cancelled.
TIF & TEDD
Downtown:
Staff reported updates regarding the Charles Hotel and public parking garage developments: The City Council
anticipates approving a sub -agreement development services agreement at the March 21 meeting and the 3ra
& Main lot to close about April 18. Parking garage is under design now and expect both the hotel and parking
garage to be under construction fall of 2022 and completion spring 2024. Parking garage is now estimated to
be 239 spaces on four floors. URA members urge consideration of building a roof on the parking garage. Staff
will bring the parking garage design to URA for comments.
The Downtown TIF increment is now roughly $312,000 with only $220,000 revenue to City. Anticipate
$125,000 annual TIF revenue to go to parking garage for 12 years.
Staff has been working with the Kalispell Parking Advisory Committee and gathered a new group, Downtown
Parking Stakeholder Group, to address the changes and challenges of downtown parking during the two year
construction period of the Charles Hotel and the public parking garage.
Kalispell Parkline Updates:
Construction of landscaping is underway, and other final work includes: crossing beacons at Main Street and
Meridian, etching in Depot Plaza. Expect project completion June 1, 2022, and grand opening celebration of
Parkline mid -July.
Annual TIF Report:
The report is on hold pending current workload demands. Staff will make the coming year's report a two-year
report to include 2021 & 2022.
BROWNFIELDS
The City is working to provide two phase I ESA's and one phase II ESA. The phase I requests are for
prospective purchasers of Core Area properties. The phase 11 is for Samaritan House as they work on their
CDBG grant funded preliminary architectural report for expansion of their facilities for homeless individuals
and families.
BOARD MEMBER TERMS EXPIRING
Jeff Zauner has notified staff he does not intend to re -apply to the URA due to work demands.
Marc Rold and Catherine Hooper Potter have submitted applications to the URA for City Council consideration
and Mayoral appointment.
