06-02-22 Site Development Review Committee MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, June 2, 2022 First Floor Conference Room 201 First Avenue East ATTENDING: Kari Barnhart, Planner II Chad Fincher, Parks & Rec Director Rebecca Franke, MDT Dan Pearce, Fire Chief Rick Parker, Commercial Plan Reviewer Keith Haskins, City Engineer GUESTS: James Cummins (Jackola) HEAR THE PUBLIC: None PERFORMANCE BOND REMINDERS: Cottages at Immanuel Lutheran – Public Works will be conducting an inspection. Town Pump 2910 Hwy 93S – Public Works asked if Planning received a renewed bond to extend their PIA. Planning will investigate. J&S Auto – They are having trouble scheduling their concrete and may need to extend their bond. PIA for new County Building – Parks & Rec requested a new PIA from Flathead County tomorrow to extend to August. OLD BUSINESS: First Interstate Bank- 2 S Main St; new drive thru teller lanes and ATM – Public Works and MDT have no issues with the plans. Parks to review landscaping plans. This will be on the agenda next week. SD#5 Transportation and Maintenance Facility- 120 School Station Ct; school bus storage and maintenance – Architecture is approved. Parks and Public Works submitted comments in March. The Treatment Coordinator sent comments in April. No response has been received. Planning received the updated hydrant plan from the Fire Department. T-shaped building has potential for high piled storage; Building requested the wall marked. This will be on the agenda next week. Meridian Apartments- 50 Meridian Ct; new 36-unit multifamily building (Building E) – Public Works sent comments 6/1/22. Public Works received comments from FD regarding hydrants. Public Works is working on plans to connect to water. Building to start site plan review today. A utility easement will be required and may entail removing new asphalt to install hydrants. This will be on the agenda next week. The Silos Ph 2 (Building D, E, F & G)- 655 Center St; 3 new multifamily buildings and clubhouse – Public Works has not received Phase II civils. Existing 42” storm line will require an easement, but the size is inadequate, and they cannot connect to it. Public Works is working on an alternative and will meet with them next week. This will be on the agenda next week. Airport Hangar- 90 Ryan St; new airport hangar – Geotech reports are pending. This will be on the agenda next week. The Harper- 1280 Highway 2 E; new 40-unit multifamily development –They will be resubmitting some architectural plans by Monday. Public Works sent comments out in mid-May, awaiting response. This will be on the agenda next week. Jiffy Lube- 1290 Highway 2 E; new auto service/repair facility – Treatment Coordinator sent pretreatment comments on 5/5/22. This will be on the agenda next week. Diamond Aire - 1893 Airport Rd; addition to existing hanger – Public Works will not allow building over existing sewer line. Building and Public Works have not received responses to their previously sent comments. Emailed regarding sewer line was sent by Planning; no response received. This will be on the agenda next week. Taco Bell- 535 E Idaho St; building remodel and parking lot modification – New civil drawings were received 5/27; missing landscaping and the ADA approaches will need to be changed. Planning will review. This will be on the agenda next week. Parkland Meadows – Airport Rd; 2 new multifamily apartment buildings (Buildings A&B) – Building will download the Public Works documents from MFTS and send to Public Works. This will be on the agenda next week. Skip’s Hangar - 1880 Hwy 93 S; new hangar – Existing water stub out will likely need to extend across the building. This will be on the agenda next week. NEW BUSINESS: PRELIMINARY COMMENTS – Apartments @ Two Mile – Two Mile & Financial Dr; 2 new 24-unit apartment buildings- James Cummins present to discuss Right of Way Dedications. Jackola’s site work is in process; focus is Right of Way dedications. Public Works provided marked up site plan and discussed sidewalks, utility connections, street connections, sidewalk slopes, and ADA requirements. Public Works and Building requested more fire service information (size and installation timeline). Jackola will have fire service defined when permit application is submitted. Jackola will be sending a survey soon.
