09-10-09 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 10, 2009 Lower Level Main Conference Room 201 First Avenue East ATTENDING: Paul Burnham, Assistant City Engineer Jeff Clawson, Building Official Tom Jentz, Planning & Bldg Director Frank Castles, Deputy Public Works Director Chad Fincher, Parks Superintendent Dan Diehl, Acting Fire Chief Charlie Johnson, Public Works P.J. Sorensen, Chairman Sean Conrad, Senior Planner Guests: James Freyholtz, NIDT and Jim Atkinson, Agency on Aging Hear the Public: No one wished to speak. Performance Bond Reminders: Parks Dept is continuing to process the Mountain Mudd landscaping bond. OLD BUSINESS: Spring Creek Apartments Phase 2 — The Fire Dept met with the developer and resolved their issues. Public Works is satisfied with the plans they submitted. Project is now approved. NEW BUSINESS: Glacier Manor — Proposed bus pull-out on I't Ave W. They are working with Public Works, and have talked to Eagle Transit. Issues include the existing street trees, acquisition of an easement to relocate the sidewalk, snow removal, maintenance, and the potential benefit of better fire/ambulance access. PLANNING OFFICE ITEMS: The Planning Office received a referral from the County for the removal of the agricultural status of a parcel east of town in order to place a house on the property. There were no issues. OTHER REPORTS: The Hensly property on West Northview Loop was discussed last night at the Planning Board. It was annexed in July by the Council, and is now getting its initial zoning. The owner is concerned about the effect annexation would have on the NIDOT negotiations. It does not appear that there would be any effect, but James will look into it and let us know for sure. Boj angles is just about ready to go. Parks looked at it and will send Planning a letter. Parks and Public Works will need to sign off on the bond amount. Northview Estates is having a water/drainage issue. The owners think it could be a spring; Public Works is looking into whether there could be a leak in the water line. The meeting was adjourned at 10:35 a.m.
