PLANNING OFFICE ITEMS: Trumbull Creek Crossing — Conrad noted that this is a
preliminary review of Trumbull Creek Crossing Phase II since Sands Surveying & Carver
Engineering will be at Site Review next week to discuss the proposal. Dan Diehl noted he spoke to
the city manager about this project recently and the city manager indicated that the project should
proceed to city council for review and discussion of these issues including providing public works and
emergency services that far outside of the current city limits. There was lengthy discussion that
included providing services; contracting services such as fire protection and road maintenance;
annexation vs. waiver of annexation; impact fees and assessments; the developer's pursuit of city
services because of his desire to build a quality project; the developers who are vying for the 100,000
gallon Evergreen sewage capacity agreement with the city; the tax benefits of industrial & commercial
property v. residential; and boundary & utility issues in the Evergreen area that have not been
resolved.
Diehl stated he thinks the city should focus on in -fill projects instead of projects that are too far
outside the city limits.
Burnham suggested a cost analysis should be provided to the city manager and council that address
the increased costs of providing services to annexation islands v. annexation of adjacent properties
and include the tax benefits of industrial properties to see if the city would break even.
Regarding the project if approved Public Works will require the road from Rose Crossing south be
completed to city standards prior to filing final plat for phase II and a plan for the stormwater
drainage ponds needs to be provided. Burnham thought that keeping these areas as grass that would
only have water occasionally would be an opportunity to combine stormwater area and parkland.
7entz thought that would be a tremendous asset for the neighborhood. Fire added those areas can
become a hazard area depending on the depth of the water and how do you manage them. Fincher
noted they have already met their parkland requirement and the pond areas would be created as open
space.
