05-10-22 Architectural Review Committee MinutesMINUTES ARCHITECTURAL REVIEW COMMITTEE DATE: Tuesday, May 10, 2022 @ 7:30 AM Kalispell City Hall, 201 1st Ave E MEMBERS PRESENT: Julia Pierrottet (Chair); Mark Pirrie; Robin Spear; Cara Lemire; Sarah Turner (zoom); John Hinchey; Susanne Wigginton OTHERS PRESENT: City Staff – Rachel Ezell; Kari Barnhart # Of Guests: 10 present/1 via zoom Hear the Public: None Approval of Minutes: Mark moved to approve the April 26, 2022, minutes; Cara seconded (approved 6-0). New Business: Signs: Logan Health- 200 Conway Dr; Freestanding sign replacement – Russ Skelton present. Base is split face CMU with concrete cap. Mark moved to approve, Cara 2nd (approved 6-0). Buildings: Sunrift Kitchen Addition- 55 1st Ave WN; kitchen expansion to pub house. Craig Koontz and Mark Johnson present. Windows will be black; door will be a dark brown. John moved to approve, Cara 2nd (approved 6- 0). Taco Bell- 535 E Idaho St; building remodel. Aaron Holm present via zoom. Mostly site work, double drive through isles, new paint on building. Trash enclosure is existing CMU and will be painted the Worldly Grey. John Hinchey noted he would like to see more landscaping. Susanne moved to approve, John 2nd (approved 6-0). Silos Ph 2- 711/725 W. Center St- new multifamily (Building E&F). Updated landscape plan shows planter boxes next to clubhouse and a variety grasses and taller shielding landscape next to the parking lot that was requested as conditions on buildings D & G. These buildings are almost identical to building D other than these buildings have a pop of color in the doors, which is the same colors used in buildings A&B in Phase 1. Building F doors are the Queen Anne color and building E doors are Manzanilla Olive. PTAC’s not shown on renderings but will be located under the windows. Robin moved to approve with the condition that the PTAC units be painted to match the siding; Cara 2nd (6-0 approved) The Harper- 1280 Hwy 2 W; new multifamily development. Mike Morgan and Maggie Leysens present. Committee wants to see more restraint as far as the colors, pick a main color and accent with the others, try to fit in a landscape buffer between the Jiffy Lube and the apartments. John Hinchey noted that the committee will be focusing on 4-sided architecture when it comes back. They would also like to see both the Jiffy Lube and Harper come back together along with more color samples. Susanne moved to table, Jon 2nd (approved to table 6-0). Flathead County Courthouse West- 935 1st Ave W; building expansion. Shawn Pauly present. Committee would like to see them match the paint on the new addition as closely as possible to the existing building. Mark moved to approve, John 2nd (approved 6-0). Black Kaiju- 313 2nd Ave W- wood shed. Robin and Julia recused themselves from this project. Cara moved to approve, John 2nd (approved 6-0). PRELIMINARY COMMENTS- Laird Noller Truck and RV- 3178 Hwy 93 S; New truck and RV sales. Committee would like to see some signage on the west wall to break up the big blank space or possibly replicate the east façade. Old Business: None Other Discussion: None Meeting Adjourned @ 8:55 AM
