01-03-89 Finance Comm MinutesFINANCE/PERSONNET, & POLICY/INSURANCE 8:15 AM ti JANUARY 3, 1989 The meeting was attended by Councilmmen Nystul (Chairman), Saverud, Schindler and Hopkins, • City Accountant Robertson, Acting Building official Kerzman and Redevelopment Coordinator Plambeck. 1. Salary Matrix Councilman Nystul reported the committee met on Saturday Morning and made good progress. He said he would share the numbers with the cemanittee later in the day. He hoped within a week he could have consensus of the committee and present it to the council. 2. SID Report and Approval City Accountant Robertson said she needed to borrow $21,000 from the Revolving Fund to pay interest due in January. That would leave about $17,000 and she recommended it be used to call some bonds that have matured. She also reported the County has split all the SID's even though the law only required new issues be split on the taxes. The committee asked her to discuss this problem with the City Attorney. The committee discussed the possibility of taking tax deed to some of the lots in Buffalo Head Townhouses and the Gibson Addition. They decided to ask the staff to look into it and report back. The committee concurred to the borrowing from the Revolving Fund and using the balance to call sane outstanding bands. 3. Wendy's Bankruptcy Balance The Bankruptcy Court has given the city two options in receiving payment the money owed. We can have 20% now or receive the balance due in 15 annual payments without interest. The committee recommended the 20% be taken now. 4. TIF Bond Proceeds Chairmen Nystul said there is nothing new to report. 5. ReMax Parking Lot Planter Nystul reported no movement. Ross Plambeck will suggest to them if there is no action within the next two weeks this cenmittee my recommend to the council we proceed to get our money back from the easement. 6. Business Licenses Nystul said we had good input from representatives of the chamber. The com ittee decided to have a work session with the City Attorney. 7. Payroll Nystul said a good portion of city expenditures go for payroll and he asked if the committee has any desire to review payroll inforaetion including overtime and cost allocation from time to time. Nystul said he would talk to the City Clerk/Treasurer about what is available. Nystul asked if the committee concurred with asking the Myor to provide a memo on new hires and departures. No committee members disagreed. 8. Flathead Basin Cormission Councilman Hopkins reported a restructuring is being considered and presently there is no representation from any Sewer District. He asked if we wanted to push for a Sewer representative. The committee agreed and will reco miend this to the council tonight. 9. Approve Claims Councilman Nystul reviewed the action on the Robert Ross claim paid after the last meeting. He objected to City "going into the banking business" to finance the construction of sidewalks at this project. He will be presenting a written response later. The committee adjourned the formal meeting and reviewed claims. - 2 -
