B. DISCUSSION 1. Fiscal Year 2022-2023 Budget Review a. General Fund Administrative Departments b. Development Services Department c. Public Works City Manager Russell provided an overview of discussions that have already happened at previous meetings regarding the budget. He then spoke regarding the difference between enterprise funds and general fund accounts as it relates to inflationary factors, and market changes. Manager Russell presented a forecasting spreadsheet and graph explaining how it was developed and what variables were used. 00:12:03 Councilor Graham asked questions related to how growth affects the ability to pay for expenditures. 00:13:54 Manager Russell explained issues related to inflationary factors. City Manager Russell explained that the state has restricted taxing jurisdictions to one half the rate of inflation and all new growth (construction). He explained the Montana Department of Revenue taxing structure further. Manager Russell and the Council discussed what annual revenue shortfalls are forecasted over the next 10 years if all factors were to stay the same. Director Nygren talked about costs related to digital review software. 01:11:33 Budget Resource Manager Terri Loudermilk spoke regarding increases in fuel costs. 01:14:11 Councilor Carlson asked about line item 357 related to credit card fees. 01:16:18 Councilor Graham asked about fuel costs allocated for the building department. 01:18:24 Community Development Special Revenue Funds 01:19:32 Councilor Hunter asked about page 49 ending cash. He then provided discussion related to creation of a housing authority or utilizing funds towards housing. Council and staff discussed staffing possibilities and constraints related to housing. PUBLIC COMMENT Mayor Johnson opened public comment. Kyle Waterman, Public Comment Kyle Waterman with the Flathead County Advisory Committee for Mountain Climber will be submitting a Federal rural transportation grant to expand Mountain Climber services. They are requesting a letter of support from City Council for this grant application. Seeing no further public comment, Mayor Johnson closed public comment. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 03:04:40 Councilor Daoud spoke regarding attending the 2022 Montana Municipal Elected Officials Institute through the MSU Local Government Center and spoke regarding the sessions he attended and some of the take-aways received. He then spoke regarding the recent school levy elections and the stressors on the local school systems. E.
