A RESOLUTION AUTHORIZING THE CITY OF KALISPELL TO SERVE AS HOST FOR
APPLICATIONS TO THE DEPARTMENT OF NATURAL RESOURCES (DNRC) RENEWABLE
RESOURCES GRANT LOAN PROGRAM (RRGL) GRANT AND MONTANA COAL
ENDOWMENT PROGRAM (MCEP) GRANT AS REQUESTED BY NEIGHBORWORKS
MONTANA ON BEHALF OF MORNING STAR COMMUNITY, INC. FOR THE PURPOSE OF
BUILDING REQUIRED INFRASTRUCTURE TO CONNECT TO THE CITY OF KALISPELL
SEWER UTILITY.
WHEREAS, the Morning Star Community, currently located within the unincorporated portion of
Flathead County, but within the planned annexation boundaries of the City of Kalispell, is
now served by 21 private septic systems installed in 1973 and nearing the end of their
useful lifetimes; and
WHEREAS, NeighborWorks Montana, on behalf of Morning Star Community, Inc., requested that the
City of Kalispell serve as host for applications to the Department of Natural Resources
(DNRC) Renewable Resources Grant Loan Program (RRGL) and the Montana Coal
Endowment Program (MCEP) for grants to fund the construction of necessary infrastructure
to connect to City sewer due to numerous failing septic and drain fields; and
WHEREAS, the City of Kalispell has the legal authority to provide this assistance to NeighborWorks
Montana on behalf of Morning Star Community, Inc.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS
FOLLOWS:
SECTION 1. That the City of Kalispell, NeighborWorks Montana, and Morning Star Community,
Inc. shall execute agreements to conform to the regulations, statutes, terns, and
conditions as described in the Grant Applications.
SECTION 2. That the City of Kalispell authorizes NeighborWorks Montana to submit
applications to the Department of Natural Resources (DNRC) Renewable Resources
Grant Loan Program (RRGL) and Montana Coal Endowment Program (MCEP) on
behalf of Morning Star Community, Inc. for the purpose of building the required
infrastructure to connect to the City of Kalispell Sewer Utility and to provide such
additional information as may be required.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF THE
CITY OF KALISPELL, THIS 18TH DAY OF APRIL 2022.
