A. CALL TO ORDER
Acting Mayor Kari Gabriel called the meeting to order at 7 p.m.

Staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Development
Services Director Jarod Nygren, and Parks and Recreation Director Chad Fincher.
B. DISCUSSION
1. Morning Star Community, Inc., Request to the City to Host Grant Applications
City Manager Doug Russell introduced this item.
Development Services Director Jarod Nygren continued the staff presentation.
00:05:02 Danielle Maiden with NeighborWorks Montana spoke on behalf of the applicant
explaining the resident owned program that Morning Star Community is a part of. She spoke
regarding how affordable these communities are and further details about the resident owned
NeighborWorks program.
00:07:45 Councilor Fisher asked about the extent that city services would be provided.
Councilor Daoud continued questions about costs related to adding city water if they ever desired
it.

00:09:54 Councilor Hunter asked about any annexation requirements related to existing streets.
He then asked questions about annexation. -
00:13:07 Councilor Daoud asked a question about an adjacent property.
00:13:57 Councilor Daoud asked questions about where the community receives Solid Waste
service.
00:14:42 Acting Mayor Gabriel asked about snow plowing on these roads.
00:15:52 Councilor Hunter continued questions related to annexation.
00:16:54 Councilor Daoud asked about the ward this community would fall into.
Council agreed they would like this item brought forward at a regular meeting.

2. Recreational Amenity Requirements for Multi -Family Developments
City Manager Doug Russell began the staff presentation on this item.

provide cash -in -lieu.

subject.

Council is in agreement that they would like the staff recommendation brought forward. Staff
informed Council the staff recommendation will now go before the Planning Board.

Acting Mayor Gabriel opened public comment.
00:54:55 Luke Rummage, Public Comment
Mr. Rummage referenced the International Building Code and then spoke regarding
where multi -family housing is automatically zoned versus where a conditional use permit
is required and spoke in favor of lowering park amenity requirements in specific zones.

Acting Mayor Gabriel opened general public comment. Seeing none, she closed public

D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
00:57:59 City Manager Russell reminded Council that budget workshops will take place during
the May work sessions. He announced the preliminary budget will go out to council at the
beginning of May. Mr. Russell then voiced his appreciation to the public for the emails and
letters of support received from the community to include with the West Reserve Drive RAISE
grant application and thanked partner organizations such as the Kalispell Chamber of Commerce
for their efforts in soliciting support for the grant.
00:59:19 Councilor Daoud asked for staff clarification about a public comment that was received
regarding short-term rentals. Councilor Daoud asked staff how many short-term rental applicants
renewed their permits this year.
01:02:47 Councilor Fisher thanked staff for working so hard and quickly on the RAISE grant.
