The fee proposed is initiated from Evergreen Water and Sewer District, and is meant to pay for sewer metering costs for Evergreen Water -Kalispell Sewer customers. The City of Kalispell Sewer Utility did not initiate this fee, however the City is affected by the new Evergreen Meter fee and has to pass the fee amount onto those respective sewer only customers. Water meter data is the only mechanism used to calculate sewer usage, and up until March of 2022 Evergreen provided the water metering information, as a courtesy, to the City for those sewer customers. Per the City of Kalispell Sewer Regulations "Customers which are not connected to City water, but which discharge sewage into the city sanitary sewer shall have their water service metered. The metering shall be at the expense of the customer, including the meter, and be compatible with the City's metering system." Essentially, Evergreen Water -Kalispell Sewer customers have been relying on Evergreen Water and Sewer District to meet their sewer metering requirements. Since Evergreen instituted the fee, the City is simply passing the fee onto the customers affected. Please note the Evergreen Meter fee is a pass through fee created to pay for Evergreen's newly instituted meter fee to the City, and is not being proposed to generate funds for the Kalispell sewer utility. I strongly oppose the proposed $3/month fee for accounts that utilize the City of Kalispell sewer services. This would raise my monthly bill —12%, which is outrageous; especially when you consider cost of living is set at —3%. Thank you for listening. Kristin
