B. DISCUSSION 1. Update to the Design and Construction Standards 0 a City Manager Russell began the presentation explaining the public process update recommendations will go through. Public Works Director Susie Turner continued the staff presentation explaining that the Senior Engineer Keith Haskins will be going through the staff recommendations. 00:03:05 Senior Engineer Keith Haskins began scanning through the provided document to review recommendations with Council. 00:04:01 Councilor Graham asked questions about the review process. Council discussed recommended charges related to a project that would need to be reviewed a second time and the time frame that would trigger a second review. 00:10:51 Senior Engineer Keith Haskins continued reviewing recommendations. Mr. Haskins explained why this change is recommended. 00:17:14 Councilor Hunter asked questions related to when a record drawing deposit would be necessary. 00:18:52 Councilor Graham asked questions related to the costs of record drawings. 00:19:57 Councilor Gabriel continued discussion regarding the recommended deposit. 00:20:52 Council and staff continued discussion relating to a drawings deposit. 00:24:41 Senior Engineer Keith Haskins presented option 2 related to receiving record drawings. 00:25:56 Council and staff continued discussion related to how to ensure the city receives record drawings in a reasonable timeframe. 00:28:32 Senior Engineer Keith Haskins explained the purpose of the recommendation at 3.1.2 and then explained the reasoning behind the need for review software. He explained how the review software would improve the user experience and the overall review process and provide efficiencies throughout the process. 00:32:16 Councilor Graham began discussion related to review software. Council and staff continued discussion related to how reviews are completed and how review software would improve the process and discussion regarding the related cost and subsequent fee recommendations. 00:53:38 Senior Engineer Keith Haskins spoke regarding the reasoning behind recommendations at 3.1.5 construction drawings. Council asked questions related to this recommendation. 01:00:01 Senior Engineer Keith Haskins spoke regarding further small recommendations. 01:01:12 Senior Engineer Keith Haskins spoke regarding pipe deflections. 01:01:36 Senior Engineer Keith Haskins spoke regarding recommendations related to curb stops. He then spoke regarding the new meter system and why related calculations will no longer be necessary in most cases. 01:03:24 Senior Engineer Keith Haskins explained update recommendations within 5.2 Construction Standards. 01:05:13 Senior Engineer Keith Haskins explained that Pre-treatment was moved to Chapter 7. 01:06:43 Senior Engineer Keith Haskins reviewed additional changes in the document. Page 2 of 5 Kalispell City Council Minutes, March 28, 2022 01:08:58 Senior Engineer Keith Haskins spoke regarding Chapter 7, which was taken from the sanitary sewer section so that pre-treatment has a separate chapter. 01:10:22 Senior Engineer Keith Haskins spoke regarding clarifications made to the section regarding infiltration tests required for a storm pond. 01:13:46 Senior Engineer Keith Haskins explained that a soil media option was added. He then explained several further clarifications. 01:17:27 Senior Engineer Keith Haskins explained updates within 9.1.1. General, which has references to other documents such as the recently adopted Move 2040: Transportation Plan. 01:18:38 Senior Engineer Keith Haskins explained updates to 9.1.4 Traffic Calming. 01:19:02 Senior Engineer Keith Haskins explained that Table 8. Road Design Standards for Streets was updated for clarification purposes and to match the Transportation Plan. Councilor Hunter asked questions related to street design standards. Council and staff discussed street width recommendations. 01:26:02 Senior Engineer Keith Haskins spoke regarding suggested changes to the maximum driveway widths. Council and staff discussed driveway widths. 01:34:16 Senior Engineer Keith Haskins explained how Table 10 FEC's Standards provides clarification. 01:35:47 Jessica Dahlman asked whether native Montana plants have preference within Appendix F. 01:37:20 Councilor Hunter mentioned a specific plant he feels should be removed from the list. 01:38:32 Councilor Fisher asked questions about RV dump stations as it relates to pre-treatment. 01:39:40 Councilor Dahlman asked about light pollution controls. 01:40:23 City Manager Russell explained a resolution of intent to hold a public hearing on the recommended updates to the Construction and Design Standards will be brought forward to Council during the next council meeting. C. PUBLIC COMMENT Mayor Johnson opened public comment. Seeing none, Mayor Johnson closed public comment D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS Page 3 of 5 Kalispell City Council Minutes, March 28, 2022 City Manager Doug Russell reported that the city has received a request from a subdivision that has a failing septic and would like us to host a pass -through grant. City Manager Doug Russell spoke regarding a letter from Evergreen Water stating they will start charging the city a fee to receive data for our sewer customers who receive water from Evergreen. Staff recommends that this charge be passed on to the rate payers. A resolution of intent to hold a public hearing on the recommended rate change will come before council at the next meeting. City Manager Doug Russell explained that staff have been discussing bringing forward language for Council to consider regarding whether alcohol would be allowed on the Kalispell Parkline with a special event and related alcohol permit. This item will be brought before Council at an upcoming meeting. 01:45:47 Councilor Carlson asked about dates and the need for volunteers at the League of Cities and Towns Conference that will be hosted in Kalispell this year. (October 5-7, 2022) 01:47:34 Councilor Hunter spoke regarding a report received via email from the Frontier Institute related to housing. He would like the Frontier Institute to come present to the City Council. Councilor Hunter said he has been receiving comments from constituents regarding short-term rentals. He would be interested in a work session regarding whether we are seeing a surge in short-term rentals and further details about applications being seen. 01:50:25 Mayor Johnson asked for a report regarding the number of short-term rentals and applications. Councilor Fisher asked about responses to public comment that was received about law enforcement staffing after 3 a.m. 01:54:21 Councilor Daoud would encourage the public to comment on the proposed updates to the Design and Construction Standards. Councilor Daoud then spoke regarding short-term rentals. E.
