CALL TO ORDER Mayor Mark Johnson called the meeting to order at 7:00 p.m. B. PLEDGE OF ALLEGIANCE Girl Scout Troop members Annemarie Hopkins and Mandey Weiss from Troop 3370, and Lexi Nunnally and Kennedy Dortch from Troop 3709 stepped before the dais and led Council in the Pledge of Allegiance. E. CONSENT AGENDA 2. Council Minutes — February 7, 2022 '1-~a This item considers Kalispell Fire Department confirmation of individuals who have successfully completed their one-year probationary period and requirements. 3. Award Bid for a Backhoe Loader to Western States CAT 1� 4P This item considers the purchase of a backhoe loader with trade-in credits to Western States CAT in the amount of $97,347.82. 4. the Airport Users' Association ?' This item considers the acceptance of a $394,187 grant for the installation of runway lighting at the Kalispell Airport. 5. Girl Scout Week March 6-12, 2022, Mayoral Proclamation 'T P This proclamation declares the week of March 6-12, 2022, to be Girl Scout Week. Public Comment Mayor Johnson opened public comment on the consent agenda. Seeing none, he closed it. Motion and vote to approve the consent agenda as submitted. Page 2 of 5 Kalispell City Council Minutes, February 22, 2022 00:03:56 Mayor Mark Johnson acknowledged Fire Chief Dan Pearce to talk about the qualifications of the three Firefighter/Paramedics who have been confirmed. Mayor Johnson pinned badges on the new Firefighters after which they said a few words. 00:11:15 Girl Scout Troop members Annemarie Hopkins and Mandey Weiss from Troop 3370, and Lexi Nunnally and Kennedy Dortch from Troop 3709 stepped before the dais. Mayor Johnson read aloud the Girl Scout Week Mayoral Proclamation. Girl Scout members Lexi Nunnally and Kennedy Dortch from Troop 3709 also known as RoboScout Squad drove their first Tech Challenge robot "Grover" to the podium and spoke about their upcoming first state championship events. Troop leader Krista Nunnally was also in attendance. F. COMMITTEE REPORTS - None. G. PUBLIC COMMENT Mayor Johnson opened public comment. Darlene Fritz, Public Comment Ms. Fritz of 11 th Street East spoke regarding her concerns related to garbage, ongoing visitors, and multiple cars on the property of one of her neighbors saying the ongoing problem is a health issue and nuisance. She reported that she has spoken with multiple city employees about the issue and would like assistance with a solution. Seeing no further public comment, Mayor Johnson closed general public comment. H. REPORTS, RECOMMENDATIONS, AND SUBSEQUENT COUNCIL ACTION Persons wishing to address the council on individual agenda items are asked to provide public comment via email to publiccomment(a),kalispell.com or during the meeting verbally in council chambers or via the online meeting. Resolution 6059 — Resolution of Intent - Floodplain Ordinance Update '1�42 This resolution sets a public hearing for March 7, 2022, to seek public comment on the updated draft of the Floodplain Ordinance prior to consideration of adoption. Planner II Rachel Ezell with Development Services provided the staff report. 00:26:00 Councilor Hunter began questions related to a typo and then asked whether a community is able to set higher standards than those recommended. Seeing none, he closed public comment. 00-2R-24 Motion to approve Resolution 6059, a resolution of intent to adopt an updated Floodplain Ordinance and map, setting a public hearing and directing the City Clerk to provide notice, therefore. 00:28:49 Discussion on the motion. I. CITY MANAGEB, COUNCIL AND MAYOR REPORTS No Action City Manager Russell provided the following staff report: • Work session minutes will now be added for approval on the consent agenda. • Initial budget discussions will begin during the work session meeting next week — Master Plan for Parks and planning for Police and Fire. • Discussion is planned at a future work session on March 14, regarding housing resources that may be available at a local level. Mr. Russell said he will reach out to state representatives and Community Action Partnership to take part in that meeting. 00:33:00 Councilor Nunnally thanked Officers for their quick response. 00:34:21 Councilor Nunnally and Councilor Graham asked about the public comment that had been received earlier in the meeting. 00:34:55 Mayor Johnson spoke regarding how thankful he is to live in the United States with good neighbors to our country. Mayor Johnson then spoke concerning how recent inflation will affect the upcoming city budget. J. ADJOURNMENT Mayor Johnson adjourned the meeting at 7:35 P.M.
