12-13-21 City Council Work Session MinutesCITY COUNCIL KMY OF WORK SESSION MINUTES ALISPELL December 13, 2021, at 7:00 p.m. City Hall Council Chambers, 201 First Avenue East The public was able to participate in person in the council chambers or via videoconferencing. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. Staff present in Council Chambers included City Manager Doug Russell, City Attorney Charles Harball, City Clerk Aimee Brunckhorst, Development Services Director Jarod Nygren, and Development Services Manager Katharine King. B. DISCUSSION ITEMS 1. Charles Hotel at 3' and Main and Parking Structure Proiect at 1st St Avenue West City Manager Doug Russell provided background regarding previous discussions on this item. He then informed Council that staff, and the developer are continuing to work on details of the developer's agreement which would then come before council likely in January. Manager Russell spoke regarding the two developments under this project — the hotel and the parking structure. He provided information regarding how tax increment funding would likely be utilized. He spoke regarding the ownership details and how parking spaces would be divided for the proposed parking structure. Staff is ensuring that details within the developer's agreement is tied down before the land transfer occurs. 00:10:10 Jarod Nygren spoke further about the details of the parking structure. Long-term employee parking is an issue downtown. A limited number of permits could be purchased for the parking spots within the structure. He provided information about how the tax increment financing would be utilized. 00:13:36 Councilor Daoud asked questions for staff related to the proposed parking lot land transfer. Staff explained how the land transfer would work and how the developer would be paid back over time for the parking structure through the tax increment financing district. Page 1 of 3 Kalispell City Council Minutes, December 13, 2021 00:19:53 Councilor Nunnally asked about the timing of the hotel lease related to parking spots in the structure. 00:20:36 Councilor Hunter asked about details related to potential changes in the parking lease agreement. 00:23:55 Councilor Kluesner asked about anticipated increment tax revenue. He then stated that he feels the estimated number presented by the applicant is incorrect. 00:29:44 Staff and Council discussed how the financing would likely work on this proposed project. 00:31:56 Councilor Daoud explained he is not a fan of how tax increment financing works and does not feel government should own property. He then asked questions regarding how the main floor of the parking structure would be owned/managed. 00:36:13 Councilor Daoud spoke regarding the desire to add housing to the project. 00:38:01 Marc Rold, Chairman of the Urban Renewal Agency spoke regarding the discussions that have occurred for years about parking issues. He said this project will be a large catalyst that will change and spark growth and vibrancy in the downtown area and the Agency highly recommends this project. C. PUBLIC COMMENT Persons wishing to address the council on any issue not on the agenda were asked to do so at this time. Those addressing the council were requested to give their name and address for the record. Public comment was also available via email to publiccommentLti kalispell.com, or via video conference. Mayor Johnson opened general public comment. Karlene Khor,_Public Comment Ms. Khor, owner of LaLark LLC spoke regarding a parking study conducted in 1976 that she says recommended a parking structure. She then spoke of the popularity of the downtown apartments that she owns. She would like to see additional housing added to the proposal. She then said she has concerns regarding the construction of the hotel saying she feels the historic buildings nearby will be damaged. She recommended vibration sensors be utilized. Bill Goldberz, Public Comment Mr. Goldberg one of the partners for the proposed development spoke to questions raised by Council related to TIF projections. He spoke to Ms. Khor's construction concerns. Seeing no further public comment, Mayor Johnson closed public comment. City Council will not meet December 27, 2021. 00:55:58 Councilor Daoud provided further discussion related to the agenda item. 00:57:47 Councilor Hunter asked about an email that was sent to Council regarding an opioid settlement. City Manager Russell explained that the city has been asked whether or not they would like to take part in an opioid settlement. 01:02:07 City Attorney Charles Harball spoke to his concerns related to this request. Councilor Hunter asked about communication with the Health Board. Staff and council discussed how to move forward with this request. 01:09:50 E.
