MEETING CALLED TO ORDER at 8.39 AM by Kisa Davison, Chair
MOTION: to approve the agenda dated November 2 and the minutes of October 5 by Pam Mower
with a second from Catherine Potter. Motion passed unanimously.
HEARING OF THE PUBLIC: No public comment
Financial Review — The board reviewed the financial report with limited discussion.
City report — Katharine King reported on the continued negotiation with the partners in the Charles
Hotel group. As a reminder she informed the board that the hotel will be built first at an anticipated
cost of around $47 Million. The hotel will be 5 stories and have valet parking. The parking structure
will be 3'/2 - 4 floors. The hotel group will be building the structure and not requesting any TIF funds
for the project. The City will buy the parking garage back from the hotel group with the increased TIF
dollars raised by the hotel construction. The hotel is anticipated to raise approximately $516,000
annually. The garage will replace 42 parking spots in the current Valley Bank lot, 69 spaces in the
eagles lot and 90 spaces will be dedicated to the hotel and will be leased to the hotel. Build cost for
the parking structure is anticipated to cost $27,000 per parking space.
Executive Coordinators report — Pam Carbonari received a letter from Jarod Nygren inviting her to
a meeting to discuss the draft Developers Agreement with the Charles Hotel group. Kisa indicated her
interest in being involved in the Developers Agreement review.
Pam also requested input from the Board regarding a request from Karlene Kohr with Season's on
Main Street regarding a proposed facade grant request. Karlene would like to apply for a KBID grant
for a piece of art to be created by a local Bigfork artist and placed on the building. After discussion the
board indicated that they would support reviewing and discussing the potential application.
Developers Group update — The Developers Group will be meeting on November 10. One of the
agenda items will be to look at and develop a list of businesses that would be encouraged to open in
downtown Kalispell. Perhaps they could utilize the Montana Ambassadors to see new businesses
downtown and or KBID members.
KBID Social Update: The social has been cancelled until spring 2022.
Additional Discussion Items:
Sponsorship request — Frosty the Brewfest — Frosty the Brewfest will be held in the Valley Bank
employee parking lot on January 29, 2022 from 2.00 — 6.00. Many levels of sponsorship are
available. Marshall made a motion that was seconded by Pam Mower to authorize a $1500.00
sponsorship. The motion passed unanimously.
Bandwango stats — The scats were presented to the board.
Facade Grant — The Ritz — The board received a grant request for facade improvements to the Ritz
Casino and Salon. After review and discussion Jon Fetveit made a motion to approve the $5,000
grant request with a second by Marshall. The motion passed unanimously.
RFP for PR Campaign: The board is requested to respond to the topics and discussion will continue
to take place at future meetings.
New Business:
Trees for downtown: Fred from the City of Kalispell parks has proposed 12 locations for new trees
downtown and also suggested that we look at tree gators to assist with the watering of the trees.
Marshall made a motion to move forward with 12 trees next spring and also to look into gators for
trees downtown. The motion was seconded by Pam Mower and passed unanimously. Discussion will
continue on watering the trees downtown.
