BOARD MEMBERS PRESENT: Kisa Davison, Cara Lemire, Catherine Potter, Marshall Noice &
Pam Carbonari (BID Exec. Coordinator)
BOARD MEMBERS ABSENT: Pam Mower, Jon Fetveit, Gabe Mariman
CITY ATTENDEES: No One
PUBLIC IN ATTENDANCE: Lorraine Clarno, Kalispell Chamber of Commerce
MEETING CALLED TO ORDER at 8.34 AM by Kisa Davison, Chair
MOTION: to approve the agenda dated October 5 and the minutes of September 7 by Marshall Noice
with a second from Cara Lemire. Motion passed unanimously.
HEARING OF THE PUBLIC: Lorraine Clarno informed the board that on October 19 from 11.30 —
1:00 a council forum will be held at the Hilton Garden Inn to help inform the public prior to the
election. The Chamber focus for 2022 will center on 3 employment opportunities; working on child
care initiatives, housing, manufacturing and trades. They look forward to a coordinated approach
with the KDA and the KBID recognizing there is limited finances and working together will be more
efficient. She also attended the AERO meeting last week and reported that all new flights into the
valley did well except the LA flights. We will probably see some LA flights cut back.
Financial Review — The board reviewed the financial report with limited discussion.
City report — Katharine King is out of town but sent an update to Pam Carbonari. The City of
Kalispell has met with the Montana Hotel Development partners for the first time last week to begin
work on the developers agreement. She also wanted the board to know that she is working on the
annual City of Kalispell's Downtown TIF report.
Executive Coordinators report — Annual turkey drive is on with the KDA and the Flathead Building
Association. This campaign helps provide Thanksgiving meals for the Flathead Food Bank.
Kreepyspell Krawl has been cancelled. The Art Walk will be discussed at the next KDA meeting but it
looks like it will go forward along with the holiday savings pass. The Chamber of Commerce will be
holding their annual chamber banquet on Wednesday, November 10.
Developers Group update — Cara suggested that the group cancel the October meeting and get
together in November. She attended the Flathead Economic Developer meeting to encourage the
closing of the Agronomy property with the Molly McCabe group. Marshall made a motion which was
seconded by Cara Lemire to send a letter from the KBID to FECDA encouraging them to close on the
property as it would be good for the overall economic development of the CORE area. During
discussion Cara indicated that she would reach out to Molly McCabe to how the process was
proceeding. Marshall withdrew his motion along with the second from Cara until it is determined if the
developer needs some assistance with encouraging the FECDA board.
KBID Social Update: The social has been postponed until Thursday, November 18 from 5.00 — 7.00
Additional Discussion Items:
Historic Downtown Tour App — We will look at this new information after the new Bandwango
passport is complete to determine if the board wants to go forward with a different app.
Trees & flowers downtown: Pam requested a motion to approve sending a request for flower bids
for the 2022 season. Marshall made the motion and Catherine seconded the motion. The motion
passed unanimously. Trees will be discussed at another meeting.
RFP for PR Campaign: Marshall initiated an email and will send it again with topics for discussion.
The board is requested to respond to the topics and discussion will take place at the next meeting.
New Business: Maven Coffee is selling their business and location in the alley of 1st Alley East and
4t" St. East.
ADJOURN: A motion to adjourn the meeting was made by Cara Lemire with a second from Catherine
Potter at 10.02 AM.
