How was the experience going through the contract process, construction, and project implementation?
CenturyLink/Lumen's contract negation process can be a little bit of a challenge and time consuming. Main issue is
that they tend to incorporate their own T's & C"s as service exhibits which conflict with SLA requirements written in
the RFP. Construction for fiber builds usually goes pretty well as they assign a PM to run the project.
How is the service in terms of reliability?
We've had the State's fiber DIA service in for at lease 10 years an
failifignilb It's been a very reliable service during that period with only one major outage during which it was
a nationwide outage.
What is the experience with technical support and support responsiveness?
Due to the reliability of the service we've only had to engage Lumen's technical support on a few rare occasions. The
times we've engaged them we haven't encountered any issues.

The City received a response from Lumen for the Private Fiber and DIA Internet Services RFP. Lumen's response
included listing you as a contact for relevant company experience.
We are adding fiber connectivity to 5 buildings and replacing the buildings existing various ISPs with 1 G GPON DIA. For
now, we are focused on increasing internet bandwidth at the remote locations and connecting to the fiber
provider. This is not a dark fiber project.
Later in the year the City will remove the DIA at 3 locations and bring the 5 buildings on the WAN. The City will end up
gaining a secondary ISP, in addition to SummitNet. Much work needs to be done to get to that point and we are not
there yet. Planning will be done with contacts from the State Network side and a network consultant.
For now, I'd like to gather feedback on the experiences you've had with Lumen Fiber and Internet services.
How was the experience going through the contract process, construction, and project implementation?

We just finished the scoring meeting and have a finalist that is not Lumen.
Sounds like it's been a hard for the last few weeks for you and your response is appreciated. Hope you and your family
pull through ok!
The 24-hour outage is something we are familiar with here and why we are looking to add a secondary service
provider. Our existing provider is not Lumen, but we used metro ethernet when SummitNet was on CenturyTel in the
Kalispell area.

Sorry for the delay. I have out sick for a couple weeks then my wife got covid and I just got home from my 6th covid test
since this all started.
We were on T-1 connections with qwest for many year.
We then moved to metro ethernet and started our 22 sites out at 1 gig then 5 gig then all 22 sites are now on 10 gig
back to cityhall
In all that time about 6 years we had one major outage when a centurylink $250,000 network card burnt up in the data
center here in Missoula. That was a very painful 24 hours.
Other than that been happy with them.
I find the biggest headache revolves around billing so be on the watch for that. They also seem to turn over and
redistrict a lot of folks.

Sorry this is late — I was away on vacation and am transitioning to a new position outside the city. I would also
recommend you reach out to Chris Hunt for his perspective on MtnMax's private fiber install. When I was running city
IT, they only implemented dark fiber services for us.
Answers to your inquiry:
• How was the experience going through the contract process, construction, and project implementation?
Fairly painless. They were flexible as I recall to what we required for contract terms. They needed to extend their dark
fiber services to our dmarks at 2 city facilities. I recall each extension happening with professionalism and speed. They
implemented their fiber per our signed contract and within the timeline we discussed.
• How is the service in terms of reliability?
I do not have metrics for uptime. However, I can say that they appear to be no worse than other major ISP's in the
valley that offer commercial service. MtnMax has a few paths out of the valley, so there has been times with
Charter/Spectrum has been out of service that we've remained up. There have had some headend switchover
problems at the beginning of our service when a backhoe strike occurred on their primary line, but they resolved fairly
quickly. When outages were communicated — they investigated immediately.
• What is the experience with technical support and support responsiveness?
Excellent. When I call I get a human. I get called back within the hour, if not faster . Chris Galloway has made himself
personally available during outages that may or not have been his company's issue. I must say it's been refreshing
to deal with a local company that is a bit more nimble than the major corporate providers.
• Is there anything else you'd like to share?
Overall, I was pleased with the quality of service that was offered by MtnMax. We transitioned off of an overpriced
Charter (at the time) fiber commercial service that was bloated with several levels of bureaucracy to get any assistance
with. For a small city like Whitefish, it was heartening to work with a company based in our area that was responsive
and cared about our experience with them. No company is without faults, but I think you could do far worse than use
MtnMax.

Good morning Erika! In speaking with my team regarding your RFP, there are a couple of items noted below in which
they asked for clarification. Please respond yes/no or expand your response if necessary.
1. You indicated that installation of the fiber internet will be on an as requested basis, directed from yourself vs
scheduling all at the same time meaning some could be installed in October and some may not be installed until
April or... correct?
- We may or may not decide to complete running fiber to a building that is listed in the City of
Kalispell buildings, 2 — anticipated scope of work, either this year, another or at all. Additionally,
weather may restrict the ability to do certain conduit runs or we may see other install delays.
2. I heard your mention of the fiber services being a temporary fix to provide internet access to all sites. In
approximately 6 months or whenever the Ethernet network is installed, we would turn off internet to all 4 sites,
and increase bandwidth at City Hall who would then provide a centralized internet access to those 4 locations,
correct?
- The RFP process will provide faster internet to the selected buildings listed in the anticipated scope
of work and only when the City IT can complete our redundant network setup at City Hall can we
remove separate Internet service at the other buildings. At that time, the City Hall building would
supply centralized Internet to all the buildings.
3. In order to reduce the number of optional quotes provided for you to review, I want to know what your
preferred term would be. I understand that you would like to extend the construction term out as far as
possible however we will need to match the contact term to that of the other services to be consistent. i.e. if
construction costs are amortized over 6 years then Ethernet will also be on a six month term. My suggestion is
that we look at 2 options, One for all services & construction for 36 month term and another for all services &
construction on a 60 month term. Thoughts?
- We wouldn't want to amortize anything other than construction. If we need to have a matching
term for construction and Internet, a 12 -month term and 60 -month term should be set. We do not

want to commit to keep Internet at all building sites for 36 months. We will review the options you
provide in the response.
4. Curious why you mentioned a GPON network option. That architecture seems to be at odds with your stated
requirements of a dedicated, guaranteed service delivery. Comments?
- GPON will provide a cost-effective solution the provider manages. We have no guaranteed service
delivery defined in the RFP.
5. I know you are currently receiving Internet service from Spectrum via SummitNet. In my RFP response would
you like me price out Internet service from Spectrum direct?
We will continue to use SummitNet and do not define what service provider SummitNet uses.
