E4. Airport Grant acceptanceCITY OF City of Kalispell KALISPELL Post Office Box 1997 -Kalispell, Montana. 59903 Telephone: (406) 758-7701 Fax: (406) 758-7758 MEMORANDUM To: Mayor and City Council From: Doug Russell, City Manager Re: Airport Grant Acceptance Meeting Date: February 22, 2022 BACKGROUND: In December of 2017, Council adopted Resolution 5848, adopting the form of lease with a User's Association for the management of the Kalispell Airport. As part of that agreement, a Master Plan for Capital Improvements was included, identifying projects that would be cooperatively completed. At a later date, the Airport Association requested funding from the Council for lighting and fencing improvements. Council did not agree to that request but encouraged the association to look for additional sources of funds to complete this project. As such, the User's Association brought forward a grant application in November of 2019 from the State Department of Transportation. Council approved the request for submittal of the grant request. As the property is owned by the City of Kalispell, the City would have to be the applicant (similar to our previous grant applications for the golf course and Kidsports). After working through a couple of grant cycles, the airport has been awarded a grant for $394,187 for the installation of runway lighting. This requires no fiscal obligation on behalf of the City. As part of the grant process, the City Council needs to accept the award. RECOMMENDATION: It is recommended that Council accept the grant for $394,187 from the Montana Department of Transportation on behalf of the Airport Users' Association.
