Cara LeMire called the meeting to order and welcomed Board and City Staff. Following technical delay, Marc
Rold joined meeting.

PREVIOUS MEETING SUMMARY
David moved the December Meeting Summary be accepted; Shannon seconded. All voted in favor.
TIF & TEDD
Downtown:
Staff reported City Council approved the Developer's Agreements for the Charles Hotel and Public Parking
Garage and also the Buy/Sell Agreement for the City owned 3rd & Main lot. The Montana Hotel Developers are
now in the due diligence phase on the 3rd & Main lot having conducted a phase I environmental site
assessment (ESA) and now working a phase 11 ESA and geo-technical analysis of the site. Closing is expected
early March.
TIGER:
Work on the Kalispell Parkline continues through the winter months with installation of light poles.
Communication:
Shannon recommended staff post a Question -and -Answer section to the City webpage providing additional
information on the Charles Hotel and Public Parking Garage projects.
Annual TIF Report:
Remains in drafting process.
BROWNFIELDS
No new information to report.
KALISPELL HOUSING
Staff reported City Council remains aware of the issues surrounding housing in Kalispell and the topic
continues to be discussed at Council meetings. Noting that there are models for the use of TIF funds to
address housing, Shannon will review existing urban renewal plans in Kalispell, particularly the Westside/Core
Area TIF and investigate options. Note: Shannon will be travelling and unable to attend the February, March
and April meetings.
Staff provided brief updates on related work in the Development Services office including working with the
City Parking Advisory Board to address parking solutions for the period of construction on the Charles Hotel
expected to begin March 2022 and proposal for a banner policy to allow advertisement of Kalispell events on
Main Street and along the Kalispell Parkline.

The Board's next meeting is scheduled for Wednesday, February 16, 2022, at 4 p.m.
