AN ORDINANCE TO REPEAL ORDINANCE NO. 812, §2 (SECTION 17-96.1,
KALISPELL CITY CODE) TO ALLOW TWO-WAY TRAFFIC ON SEVENTH STREET
WEST BETWEEN MAIN STREET AND FIRST AVENUE WEST; TO DECLARE AN
_.. EMERGENCY TO PROVIDE APPROPRIATE SIGNS IN THE EFFECTED AREA AND
REQUIRE THE MAYOR TO PROCLAIM ORDINANCE IN FORCE WHEN DONE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF KALISPELL,
MONTANA:
SECTION I. Ordinance No. 812, §2, codified as Section
17-96.1, Kalispell. City Code, is hereby repealed in its entirety_
SECTION II. The Chief of Police shall immediately cause to
be installed the appropriate and adequate signs to effect easterly
and westerly traffic upon Seventh Street West between Main Street
and First Avenue West.
SECTION III. An emergency is hereby declared to exist and
a second reading.of this ordinance is waived. The facts of -the
emergency are that the reconstruction by the State Highway Depart-
ment of 'the Main Street of Kalispell from Center Street to Fifth
Street has caused severe traffic congestion and confusion on the
part of operators of vehicles using the State authorized detours..
The .interest of the motoring public and the City of Kalispell
dictate that for the preservation of peace, health and safety
that two-way traffic be allowed on Seventh Street West between
Main Street and First Avenue West for the period of time necessary
to reconstruct Main Street.
SECTION IV. This ordinance will be effective immediately
upon public proclamation by the Mayor after installation of ap-
proprate P.nd adequate signs by the Chief of Police as required
by Section II of this ordinance. This ordinance shall be effective
for no longer than 90 days .following its passage and approval.
PASSED BY AN AFFIRMATIVE VOTE OF MORE THAN TWO-THIRDS OF
THE C Y COUNCIL AND APPROVED BY THE MAYOR THIS DAY OF

WHEREAS, on the 6th day of July, 1982, the City Council did
pass and I did approve Ordinance No. 1014 authorizing two-way
traffic on Seventh Street West between Main Street and First Avenue
West in the City of Kalispell, and
WHEREAS, said Ordinance No. 1014 was passed as an emergency
measure to become effective immediately upon public proclamation
by the Mayor after the installation of appropriate and adequate
signs by the Chief of Police; and
WHEREAS, such installation of appropriate and adequate signs
has been completed by the Chief of Police.
NOW THEREFORE, I, LeRoy E. McDowell, Mayor, do, pursuant to
the power granted me by Ordinance No. 1014, hereby proclaim that
said Ordinance No. 1014 is immediately effective and both easterly
and westerly traffic is allowed upon Sixth Street West between
Main Street and First Avenue West.
This proclamation shall be in full force and effect while
said Ordinance No. 1014 is in effect in accordance with Section IV,
thereof, or until it is repealed, superceded or amended by other
action of the Kalispell City Council of the City of Kalispell,
Montana.
