E1. 01-03-22 Council MinutesCITY ,� KALISPELL CITY COUNCIL MEETING MINUTES Monday, January 3, 2022, at 7:00 p.m. City Hall Council Chambers, 201 First Avenue East The public was able to participate in person in the council chambers or via videoconferencing. CALL TO ORDER Mayor Johnson called the meeting to order at 7 p.m. B. C. PLEDGE OF ALLEGIANCE D. COUNCIL ADMINISTRATION Outgoing Council Presentation 00:03:40 City Manager Doug Russell spoke regarding team relationships that have been made and deepened and the transformative work that has been done by Council. He provided specific examples and the challenging projects and discussions that have defined the team. He thanked Councilor Waterman and Councilor Kluesner for their years of service to the city and wished them the best in future endeavors. He then presented a service plaque to both. Page 1 of 5 Kalispell City Council Agenda, January 3, 2022 00:08:20 Councilor Kyle Waterman spoke regarding his experiences working on the Council and how it has been a transformative experience. He thanked Council and city staff. He spoke regarding finishing off the rail line, serving time on the Health Board, and the strength and importance of partnerships between Council and the community. 00:10:42 Councilor Tim Kluesner spoke regarding his experiences as a Council member. He spoke regarding the accomplishments and changes that have occurred since he began on the board July 2005. He thanked staff and Council members. 00:15:49 Mayor Mark Johnson talked about how Councilor Kluesner and Waterman have played a critical role in the history books of the City of Kalispell and that they will be missed. He thanked them for their service. Tim Kluesner and Kyle Waterman stepped down from the dais for the last time, and new Council members Jessica Dahlman and Jed Fisher took their places at the dais. 2. Oaths of Office City Clerk Aimee Brunckhorst administered the oath of office to new council members Jessica Dahlman and Jed Fisher and re -appointed Mayor Mark Johnson, Council member Sandy Carlson and Council President Chad Graham. Council President Election Motion and vote to appoint Chad Graham as the Council President. G. COMMITTEE REPORTS — None. H. PUBLIC COMMENT Persons wishing to address the council on any issue not on the agenda were asked to do so at this time. Mayor Johnson opened public comment. Seeing none, he closed public comment. 00:21:35 Miriam Mauritzen, Public Comment Reverand Mauritzen thanked the Mayor and Council for being public servants. She then thanked Kyle Waterman for the integrity that he has shown within the community and his ability to bring people together especially with the health board and the initiative to serve those who are homeless in our community. She testified to an expression of gratitude and said that Kyle Waterman has inspired her. 00:22:59 Lorraine Reid, Public Comment Ms. Reid said she is glad to see Jed Fisher serving in his new position as Councilor. She explained she was a Commissioner — Secretary while Jed worked for Flathead County and she feels he did a great job. Seeing no further public comment, Mayor Johnson closed public comment. Economic Revolving Loan Fund Committee Appointment This item considers the appointment of Daniel James to the Economic Revolving Loan Fund Committee. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action) City Manager Doug Russell provided the following report: • City residency requirements for first responders will be under discussion during the January 10, work session. • Charles Hotel should be ready to go at the January 18, 2022, council meeting. 00:26:06 Councilor Hunter spoke regarding the respect he has for Tim Kluesner and his appreciation for his unique and historical perspective. He then spoke to Councilor Waterman as council mentor to him. He spoke regarding Councilor Waterman's strong connection and commitment to the community. He wished them the best of luck in the future and said he looks forward to working with the two new council members. 00:28:46 Councilor Jessica Dahlman said she is proud to be here and looks forward to getting to know her fellow council members and working as a team for Kalispell. 00:28:57 Councilor Jed Fisher said he was amazed to be here and gave a hat's off to staff for the council orientation that was provided to himself and Councilor Dahlman. 00:29:25 Councilor Gabriel thanked Mr. Kluesner and Mr. Waterman for their years of service. She spoke regarding her experiences working with both of them. He then spoke to new Council members Jed Fisher and Jessica Dahlman and said he looks forward to team building with the Council to move forward as an effective body. K. ADJOURNMENT Mayor Johnson adjourned the meeting at 7:33 p.m. L. RECEPTION A reception with cake followed the meeting to thank outgoing Council members Tim Kluesner and Kyle Waterman for their service on the Council and welcome new Council members Jed Fisher and Jessica Dahlman.
