ance; and, following the passage thereof the Mayor did proclaim said

effects of two-hour parking on the streets so designated before a

SECTION III. An emergency is hereby declared to exist and a
second reading of this ordinance is waived. The facts of the emer-
gency are: Expanded on -street parking of vehicles for periods of
more than two hours continuously on the streets and avenues des-
cribed above has resulted from the city's change of policy relating
to public off-street parking lots serving the central business dis-
trict of the city. In turn, such expanded on -street long term
parking on the above described streets and avenues has resulted in
hardship to residents and businesses abutting said streets in gain-
ing reasonable access to their properties. Further, the City
Council has temporarily suspended enforcement of requiring payment
for on -street parking under the Parking Meter Ordinance, Chapter
17, Article V of the City Code, and time to study the effects of
such a policy will be required before a permanent ordinance there-
fore can be adopted.

19S1, and for a period of no more than ninety (90) days thereafter.
Ordinance No. 985 shall be effective only until this ordinance be-
