Resolution 3939 - Adopting Neighborhood Plan'16 5 RESOLUTION NO. 3939 A RESOLUTION ADOPTING A RECOMMENDED NEIGHBORHOOD PLAN AMENDMENT TO THE KALISPELL CITY -COUNTY MASTER PLAN. WHEREAS, the Kalispell City -County Master Plan (Comprehensive Plan) was originally adopted by the Kalispell City Council on October 17, 1974, and by the Flathead Board of County Commissioners on October 14, 1974, and WHEREAS, the City Council of the City of Kalispell on September 3, 1985 adopted Resolution No. 3615 entitled "A RESOLUTION ADOPTING THE RECOMMENDED CITY -COUNTY MASTER PLAN", and WHEREAS, LHC, Incorporated, the owner of certain real property, more particularly described in Exhibit "A", attached hereto and for purposes of this Resolution made a part hereof, located within the Kalispell City -County Master Plan, on April , 1990, submitted a Petition for a proposed amendment (Neighborhood Plan) of the Kalispell City -County Master Plan, and WHEREAS, the Kalispell City -County Planning Board, on May 8, 1990 at 7:00 P.M., in the Council Chambers, City Hall, Kalispell, Montana, held a joint public hearing with the Flathead County Planning Board, after due and proper notice, received public comment upon, and received and evaluated the proposed plan amendment in terms of environ- mental impact, site potentiality and availability of services, and - WHEREAS, at the conclusion of said public hearing and after consideration of the proposed amendment, the Kalispell City -County Planning Board by Resolution (#KPA--90-1), pursuant to Section 76-1-603, M.C.A., recommended to the City Council of the City of Kalispell, Montana, and Flathead Board of County Commissioners that the Kalispell City -County Master Plan be amended through the adoption of a Neighborhood Plan to serve as the basis of future development of the property owned by LHC, Incorporated, and WHEREAS, the City Council of the City of Kalispell considered it advisable that they consider the recommendations of the Kalispell City -County Planning Board and adopted A Resolution of Intention to Adopt, Revise or Reject a Recommended Neighborhood Plan Amendment to the Kalispell City -County Master Plan (Resolution No. 3933), and WHEREAS, on the 18th day of June, 1990, the City Council of the City of Kalispell, Montana, met and considered Resolution No. 3933, and WHEREAS, at said public meeting public comments both for and against the recommended neighborhood plan amendment were received and considered by the City Council, and WHEREAS, the recommended neighborhood plan amendment would effec- tively alter the Kalispell City -County Master Plan designation of the area concerned from "agriculture" to "neighborhood plan" which would serve as a basis for zoning the property to facilitate development of a destination golf course resort, and WHEREAS, the neighborhood plan concept is an acceptable means of amending the Kalispell City -County Master Plan, and WHEREAS, the specific proposal for a Neighborhood Plan in the recommended area is acceptable for the development of a destination golf course resort. NOW THEREFORE HE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA AS FOLLOWS: SECTION I. That pursuant to Section 76-1-604, M.C.A., the City Council of the City of Kalispell hereby adopts the recommended Neighborhood Plan, as set forth in Addendum I, as an amendment to the Kalispell City -County Master Plan for that area of land, set forth in Exhibit "All, attached hereto and thereby made a part hereof, that lies within the jurisdictional area of the Kalispell City --County Master Plan. ",.. t /6y, I) } , � . ,fir •rj ", d 357 1 S T ILLWATER DESTINATION RESORT NEIGHBORHOOD PLAN AN ADDENDUM TO THE KALISPELL CITY -COUNTY MASTER FLAN INTRODUCTION The Kalispell City -County Master Plan was formally aoopted in April 1586. Tiie plan was broad in scope in that it addresseo community land use palloro and provided Goals and Objectives to guide growth and development. The plan was general in nature. Ouoting from page 1 of the plan, "general" means "that ine plan presents the goals, objectives and policies necessary to give guidance to and to make decisions concerning development, but ooe.s not indicate site specific locations, engineered solutions, or, detailed regulations." It was envisioned that "neighborhood plans" would be developed that would be much more specific in design. These plans would bridge the gap between a "general plan" and a site specific engineering study. Such plans would focus on specific community facilities or neighborhoods. These plans would address needs as they developed. The Stillwater Destination Resort Neighborhood Plan presented herein is meant to serve as an amendment to the Kalispell City -County Master Plan. This Neighborhood Plan embodies the goals and objectives, design standards and guidelines for a major resort destination complex to be located north of the Stillwater River and bounded generally by a major arterial road (US Highway g?) and a minor arterial road (whitefish Stage). The primary features of the plan include a major golf course facility, a hotel with convention facilities, related recreational amenities and a planned residential community which embraces both the recreational amenities and the attributes of the site. Typically, a destination resort would be located in close proximiiy to or adjacent to lakes, streams, ski areas, public space or existing recreational amenities. In the case of the Stillwater Destination Resort, the intent is to create the resort tram the ground up and provide the amenities that will draw and serve the future resioenta and visitors. FLAN SUMMARY A professionally designed 15 hale golf course will be the focus of tde neighborhood plan. In addition to the golf course, providing activities for non -golfers will be important. Some of the possibilities include tennis, miniature golf, water slides, volleyball, and paths for walking, jogging and biking. This will he emphasized as a year round resort for the times when golfing and other fair weather activities are not possible. In addition, the topography will allow for sledding, ice skating and cross-country skiing. A hotel and convention facility will be built that will accommodate regional and/or national conventions. Associated commerical uses will be complementary to the destination and golf course "theme". To insure a "quality" theme, architectural design will be coordinated throughout and enhanced by landscaping, buffering, and designed entrance and exit approaches. FT 1L:.S'1 11ri b... ,, A B-6 Resort Business Zone is requested for the commercial areas. This zone covers many different types of potential businesses. Only commercial operations that meet the emphasis of a quality resort anti living environment will be approved. Another major aspect of this development is the development of a residential area for single family and townhouse dwellings. Although tourism is an important factor to the Valley's economy, full time or partial year residents desire a quality residential area. These areas will be separated from the commercial development but at the same time provide easy access to them through road systems and pathways with the overall intent of providing a seif-- contained community. The townhouse development will be separated from the single family residences to meet their individual needs and allow more flexibility for family activities. The extension of utility services to the property will be provided for by entering into developer's extension agreements with the proper jurisdictions. The internal roadways will be built to meet or exceed local Community standards. Municipal water and sewer services will be necessary to serve the various commercial uses. The following pages include the. specific policies, objectives, and strategies to accomplish the overall goal of building a golf course that will incorporate a hotel with convention facilities and a planned community development for those desiring townhouse or single family living. h'. i R 2 1 1
