Resolution 3912 - Adopt Salary Matrix:7.. -.00 5"79 RESOLUTION NO. 3912 A RESOLUTION ADOPTING A SALARY MATRIX APPLICABLE TO NON -BARGAINING UNIT EMPLOYEES OF THE CITY OF KALISPELL AND ESTABLISHING A PROCEDURE FOR SALARY ADVANCEMENT BASED UPON WRITTEN EVALUATIONS PROVIDED BY THE MAYOR. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION 1. That the City Council does hereby adopt a matrix designating the salary range of all non -bargaining unit employees. of the City of Kalispell. Said matrix is attached hereto as Exhibit "A" and for purposes of this Resolution made a part hereof. SECTION II. That present employees of the City of Kalispell have been placed on the salary matrix commensurate with their duties and responsibilities by Ordinance No. 1136. SECTION 111. That non -bargaining unit employees of the City hereinafter the date of this Resolution shall be placed at the time of initial hiring on the matrix at a salary commensurate with the duties and responsibilities described in the job description. SECTION IV. That annual adjustments to salaries, after the date of this Resolution, may only be accomplished after standardized written evaluations, made under the direction of the Mayor. Said written evaluation must be made between February 1 and March 16 with recommendation for individual adjustment on the matrix made by the Mayor to the City Council on or before May 1. SECTION V. The criteria for step movements based upon annual evaluations shall be established by the City Council prior to February 1. SECTION VI. That in the event the Mayor does not transmit recommended salary adjustments to the Council on or before May 1, the City Council has the authority to make adjustments without recommendations. SECTION VII. That adjustments to salaries on the matrix shall be made prior to July I and that any adjustments made after July I shall be retroactive to July 1. SECTION VIII. That appeals to a supervisor's evaluation shall be m1de to the Mayor and appeals of the Mayor's evaluation or those other evaluations that have been appealed to the Mayor may be made in writing to the Chairman of the Council Personnel and Policy Committee. SECTION IX. That the matrix herein adopted may be amended from time to time based upon such factors as the cost of living or inflation, as determined by the City Council, and upon passage of a matrix adjustment resolution. SECTION X. This Resolution shall take effect immediately upon its passage and approval by the Mayor.
