Resolution 3903 - Declaring Emergency - Health Insurance BudgetRESOLUTION NO. 3903 A RESOLUTION DECLARING AN EMERGENCY BUDGET FOR THE HEALTH INSURANCE FUND TO COVER A DEFICIT IN SAID ACCOUNT FOR FISCAL YEAR 1989 AND SETTING A DATE FOR PUBLIC HEARING THEREON. WHEREAS, the City of Kalispell in Fiscal Year 1989 appropriated $164,863.00 to cover the cost of providing health insurance to City employees during said year, and WHEREAS, for reasons that could not have been reasonably foreseen at the time of appropriating said amount, the actual cost of providing health insurance to City employees was $171,156.00, and WHEREAS, it is estimated that $6,293.00 is required to meet the emergency, and WHEREAS, it appears that emergency warrants may properly be drawn against the Health Insurance Fund. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That an emergency appears to exist in the Health Insurance Fund for the Fiscal Year 1989, occasioned by unanticipated rises in the cost of providing health insurance resulting in a fund deficit of approximately $6,293.00. SECTION II. That a Public Hearing shall be held by the City Council at 7:30 P.M. on thel6th day of October, 1989, at the Council Chambers, City Hall, Kalispell, Montana. SECTION JII. That at said hearing any taxpayer or resident of Kalispell may appear and be heard regarding the expenditure of money for the alleged emergency. SECTION IV. That at the conclusion of said hearing the Council may, by unanimous vote, declare an Emergency Budget Appropriation to adequately fund the Health Insurance Fund and authorize the expenditure of necessary funds drawn on emergency warrants from the Health Insurance Fund to meet the emergency. SECTION V. The City Clerk -Treasurer is hereby authorized and directed to publish notice of the above set public hearing by publishing a copy of the Resolution together with a Notice of Public Hearing in the Daily Inter Lake, said publication to appear on time at least seven (7) days prior to the time set for hearing.
