A RESOLUTION CALLING FOR A SPECIAL ELECTION ON THE QUESTION OF
ADOPTING AN ALTERNATIVE FORM OF CITY GOVERNMENT FOR THE CITY OF
KALISPELL, TO BE HELD ON THE 7TH DAY OF NOVEMBER, 1989 IN CONJUNCTION
WITH THE CITY GENERAL ELECTION.
WHEREAS, Article XI, §3(1), Montana Constitution provides that
local governments may adopt, amend, or abandon an optional or alter-
native form of government by a majority of those voting on the
question, and
WHEREAS, an initiative petition has been circulated among the
electors in the City of Kalispell proposing a change in the form of
government in the City of Kalispell from Council -Mayor to Council -
Manager, and
WHEREAS, the petition has been certified by the Flathead County
Clerk and Recorder as signed by more than 15% of the electors of the
City of Kalispell registered at the last general election, and
WHEREAS, the petition has been filed with the City of Kalispell,
Clerk -Treasurer, and
WHEREAS, pursuant to 57-3-125, M.C.A. the City Council of the
City of Kalispell must upon receipt of the petition call for an
election as provided for in §7-3-149 through 7-3-151.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the City Council of the City of Kalispell
does hereby refer to a vote of the electors of the City of
Kalispell the proposal to adopt the Council -Manager form
of government as statutorily described in §7-3-114, M.C.A.
SECTION II. That the proposal shall be submitted to the
electors of the City at the City General Election to be
held on November 7, 1989.
SECTION III. That the issue presented to the electors at
said election shall be in the form set forth in Exhibit
"A", attached hereto and for purposes of this Resolution
made a part hereof.
SECTION IV. That the City Clerk -Treasurer and the City
Attorney are hereby directed to forthwith prepare the
necessary statements, notices, and ballot issue material
to assist the Flathead County Election Administrator to
have the proposed alternative form of City government sub-
mitted to the electors as set forth herein.
