RESOLUTION NO. 3891
A RESOLUTION OF INTENTION TO REVISE THE DOWNTOWN REDEVELOPMENT PLAN
BY EXPANDING THE JURISDICTION AREA OF THE URBAN RENEWAL PLAN FOR THE
DOWNTOWN REDEVELOPMENT PROJECT.
WHEREAS, the City Council of the City of Kalispell on the 10th
day of September, 1979, adopted Ordinance #933, entitled AN ORDINANCE
APPROVING THE KALISPELL DOWNTOWN REDEVELOPMENT PLAN FOR THE CITY OF
KALISPELL, MONTANA, AS AN URBAN RENEWAL PLAN AND THE FEASIBILITY OF
RELOCATION; AUTHORIZING THE MAYOR TO IMPLEMENT THE PLAN WITH POWERS
CONTAINED IN THE URBAN RENEWAL LAW, and
WHEREAS, the Urban Renewal Law, Title 7, Chapter 15, Part 48,
Montana Code Annotated, allows revision of the Urban Renewal Plan by
ordinance after City -County Planning Board review of the amendment,
and
WHEREAS, a certain area not included in the Downtown Redevelopment
Plan, in the Flathead High School area, contains blighted housing,
aging infrastructure, deteriorating streets, and residences in sub-
standard condition, and
WHEREAS, the neighborhood surrounding Flathead High School has
severe traffic and parking problems during the school year as being
impacted by more than 600 automobiles parking on the streets, in
driveways and a 1 leys, and traf f ic congestion which hinders snow removal
and increases accidents, and
WHEREAS, the Kalispell Development Corporation and the Tax
Increment Committee have recommended that the expansion of the Downtown
Redevelopment Plan to include certain property in the vicinity of
Flathead High School, and
WHEREAS, the inclusion of an area in the vicinity of Flathead
High School into the Downtown Redevelopment Area may provide the
financial means to assist in land acquisition for off-street parking,
infrastructure reconstruction and housing rehabilitation, and
WHEREAS, the Kalispell City Council desires that in accordance
with §7-15-4217, MCA, the Kalispell City -County Planning Board review
the suggestion that the proposal to expand the Downtown Redevelopment
Plan to include the property designated in Addendum "A", attached
hereto and thereby made a part hereof, and
WHEREAS, the Kalispell City -County Planning Board should review
the proposed expansion to:
1) determine the effect, if any, of the proposed expansion
on persons displaced by the expansions, and
2) the conformity of the expansion with Kalispell City -County
Master Plan,
3) whether the proposed expansion will afford a maximum
opportunity, consistent with the needs of the community,
as a whole, to rehabilitate and redevelop the urban renewal
area by private enterprise, and
4) whether a sound and adequate financing program exists
for the expansion.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. That the condition of housing,
infrastructure, the conditon of streets, the lack
parking and the traffic volume in and around
Flathead High School necessitates an expansion of

SECTION Il. That the City Council of the City of Kalispell
intends to expand the Downtown Redevelopment Plan to include
the area encompassed in Addendum "A".
SECTION III. That a public hearing be scheduled on said
expansion to be held on the 16th day of October, 1989, at
which time the City Council of the City of Kalispell shall
consider this Resolution of Intention, the report of the
Kalispell City -County Planning Board, public comment, and
either accept, modify or reject an ordinance approving
said expansion.
SECTION IV. The City Clerk -Treasurer is hereby authorized
and dir�i_clted to give proper legal notice of said public
hearing in accordance with §7-15-4215, MCA.
