Mayor Johnson called the meeting to order at 7 p.m.

E. CONSENT AGENDA
All items listed on the consent agenda will be accepted by one motion. If a council member

1. Council Minutes — November 1, 2021
2. Bid Rejection for Upper Zone Wells Project
Staff recommends rejecting the bid received for this project.
3. Acceptance of the Walmart Community Grant for Tactical Medical Kits
Staff recommends acceptance of this grant for funding Tactical Medical
Kits for Officers to carry in the field.
4. Ordinance 1867 — Second Reading - Samaritan House Zone Change
Staff recommends approval of an application from Samaritan House, Inc.
for a zone change from P-1 (Public) to B-3 (Core Area Business) on 2.42
acres at 1110 2nd Street West.
5. Ordinance 1868 — Second Reading - Meridian Apartments Phase II Zone
Change
Staff recommends approval of an application from Meridian Investments,
LLC for a zone change from R-4 (Residential) to B-1 (Neighborhood
Business) on 1 acre located to the east of 41 Meridian Court.

1. Resolution 6055 - Begg Subdivision Phase 1 Final Plat
Staff recommends approval of a final plat application from Sands Surveying on
behalf of Brytech Crossings 1, LLC to create a 6.31-acre lot as part of a multi-
family development at 401 Two Mile Drive.
Senior Planner P.J. Sorensen presented the staff report.

Subdivision Phase 1, described as Tract 1 of Certificate of Survey 21530 in the southwest
quarter of the northeast quarter of Section 12, Township 28 North, Range 22 West,
P.M.M., Flathead County, Montana.

I. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Doug Russell provided the following report:
• Police and Fire Impact Fees are being reviewed by city staff and then the Impact Fee
Advisory Committee. Manager Russell explained the significance of the report as it
relates to growth impacts in the city. This would come before Council early spring 2022.
• Next week's work session: Census data and redistricting of our wards.
• Possibly another item for the agenda: Community Grant Program.
00:12:31 Councilor Graham thanked the residents of Ward 2 for supporting his re-election.
00:13:10 Councilor Waterman apologized for missing the last work session and spoke regarding
his appreciation for the conversation that was had regarding suicide prevention. He then shared
that he and Ronalee Skees will ask at the next City -County Board of Health meeting about
creating a Behavioral Health Committee. He spoke further about this committee idea.
00:14:25 Councilor Kluesner spoke regarding inflation, crime, regulations, etc., and then asked
Council about a town hall forum to invite our state representatives to have a conversation about
how they are helping Main Street America.
00:16:46 Mayor Johnson asked the Boy Scout Troops in attendance at the meeting to introduce
themselves.
00:17:10 Troop leader Fred Bicha introduced Troop 1901 a group of about 20 Kalispell Boy
Scouts. They are earning their Citizenship in the Community Merit Badge.

Mayor Johnson spoke to the Boy Scouts about civic duty. He then thanked his Mayoral opponent
for a clean race.
J. ADJOURNMENT
Mayor Johnson adjourned the meeting at 7:18 p.m.
