City Hall Council Chambers, 201 First Avenue East
The public was able to participate in person in the council chambers or via videoconferencing.

A. CALL TO ORDER
Mayor Johnson called the meeting to order at 7 p.m.

Council Member - Kyle Waterman: Present
Council Member - Sid Daoud: Present
Council Member - Tim Kluesner: Present
Council Member - Ryan Hunter: Present via video conferencing
Staff present in Council Chambers included City Manager Doug Russell, City Attorney Charles
Harball, City Clerk Aimee Brunckhorst, and Development Services Director Jarod Nygren.
B. DISCUSSION ITEMS
1. Ward Redistricting
City Manager Russell began the staff presentation.
00:03:45 Development Services Director Jarod Nygren continued the staff presentation
explaining how the map presented was determined.
00:07:53 Mayor Johnson began questions of staff asking about a quadrant approach.
Councilor Daoud continued questions asking about the areas with change.
00:11:01 Council and staff discussed future growth and how that may impact the wards.
Council discussed different ways that the map might be able to be distributed.
The Mayor and Council directed staff to move forward with the ward map presented.

Mayor Johnson opened general public comment. Seeing none, he closed public comment.
D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
• Next Monday a Sub -Committee meeting will be held to discuss the request for
utilities outside of municipal limits and the existing sewer district. He
explained further what will be discussed at those meetings.
The County will be affirming Health Board appointments during their
December 9, 2021, Council meeting. The city appointment may then be on the
December 6, City Council agenda.
• Had meetings with Charles Hotel representatives. A work session is likely on
this for December 13`h, with Developers Agreement action on December 20.
Mr. Russell explained this project has gone through the Urban Renewal
Agency Board and staff has met with local stakeholders and the
representatives.
00:34:49 Councilor Kluesner said he would like the video conferencing software to be
discontinued for Council meetings.
00:36:12 Councilor Hunter spoke regarding his reasoning for using video conferencing citing the
recent full capacity at the hospital and the lack of COVID vaccines for children.
00:37:47 Councilor Gabriel explained why she has been using video conferencing and feels this
option should still be available into the future for council members and the public.
00:38:39 Council discussed video conferencing pros and cons as a tool for the council meetings.
00:47:46 Mayor Johnson announced he will be attending the Landfill Board meeting tomorrow.
He then wished everyone a happy Thanksgiving.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 7:45 p.m.
