A. CALL TO ORDER
Mayor Johnson called the meeting to order at 7:00 p.m.

Staff present included City Manager Doug Russell, City Attorney Charlie Harball, City Clerk
Aimee Brunckhorst, Development Services Director Jarod Nygren, and Parks and Recreation
Director Chad Fincher.
B. DISCUSSION ITEMS
1. Parks Cash -in -Lieu Methodology
City Manager Doug Russell provided an overview of this topic.
00:04:43 Development Services Director Jarod Nygren provided the staff presentation on this
item beginning with the current method the City of Kalispell uses to determine cash -in -lieu of
parks and related requirements. He spoke regarding potential changes to this policy.
00:09:30 Councilor Daoud asked questions regarding State requirements versus City
requirements.
00:11:20 Councilor Daoud asked where the city is required to use cash -in -lieu funds.
00:14:14 Councilor Waterman confirmed that impact fees cannot be used for parks. He then
asked about the frequency of the use of cash -in -lieu of parks, and what amenities are considered
acceptable by a developer as a recreational amenity.
00:20:03 Councilor Hunter asked about the limits the city has related to this type of policy.

00:22:57 Mayor Mark Johnson provided discussion regarding questions that have been raised.
Councilor Hunter asked additional questions about how the policy could be changed from a legal
standpoint.
00:29:30 Councilor Hunter asked about the use of rooftop space as a recreational amenity. He
then spoke regarding the need for an update to the current parks plan.
00:33:22 Councilor Daoud asked about state law related to how maintenance costs can be paid
for.
00:34:30 Councilor Nunnally asked about maintenance of the Parkline trail.
00:35:12 Mayor Johnson provided discussion about how this topic was brought up to come
before Council.
00:36:28 Councilor Daoud provided discussion about the possibility of not requiring cash -in -lieu
for multi -family developments.
00:38:46 Councilor Hunter provided discussion related to how the policy could be amended.
00:40:00 Mayor Johnson asked about the standards for multi -family housing.
Council and staff discussed the policy and how changes could possibly affect quality of life and
development costs.
00:42:56 Mayor Johnson asked about a follow-up work session to allow Council to think about
this policy and possible amendments to the policy.
00:44:52 Staff asked for feedback from Council regarding a fair market value approach to
determining cash -in -lieu costs.
Council discussed costs that could be related to a change in policy.

operationalized.
C. PUBLIC COMMENT

00:50:21 Anzela Kennedy, Public Comment
Ms. Kennedy who is running for Ward 4 feels the figures that were stated at the last Council
meeting by Councilor Kluesner related to contributions made to city candidates running for
office were incorrect. She provided different figures.

00:51:34 Gabe Dillon, Public Comment
Mr. Dillon of 219 East Nicholas, a candidate running for Council also addressed Councilor
Kluesner's assertions made at the last meeting regarding contributions accepted by Mr. Dillon.
He stated the information provided by Kluesner was incorrect and disclosed where his four
donations during the reporting period were from.
00:52:49 Jessica Dahlman, Public Comment
Ms. Dahlman, running for Council within Ward 3 said she would also like to set the record
straight regarding the statements made at the previous Council meeting by Councilor Kluesner
related to where her finance contributions were from. Ms. Dahlman said the percentages listed by
Kluesner were incorrect and she stated where her campaign donations originated.
Seeing no further public comment, Mayor Johnson closed public comment.
D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Doug Russell provided the following report:
• QPR Training has been set up for the next work session November 8`f'.
Mayor Johnson asked that the tables be set up in chambers for the work session.
00:55:13 Councilor Hunter participated in the grand opening of the tunnel murals with Rails to
Trails and Kalico Art Center. He would suggest that staff reach out to Kalico Art Center
regarding a first responder mural on the fire station.
00:58:34 Councilor Waterman spoke about the importance of access to parks and other
recreational amenities. He feels these types of conversations are important.
00:59:33 Councilor Waterman provided an update from the City -County Health Board saying
they have allocated ARPA funds to study a regional facility related to septage.
Ronalee Skees Behavioral Health Committee to monitor and support community conversations
01:02:11 Councilor Daoud spoke regarding the lack of control the city has regarding what
pollutants enter the river upstream of the city.
01:03:25 Mayor Johnson reported he will be attending the Landfill Board meeting tomorrow.
He then reported that the Chamber of Commerce Unwind on the Kalispell Parkline was very
successful and well received.
Mayor Johnson reported that he met with Rosendale to discuss bills that may affect Montana.
Mayor Johnson spoke regarding Montana Congressional redistricting maps and informed the
public that the review panel is currently taking comments.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 8:03 p.m.
