SUBJECT: Impact Fee Advisory Committee Appointments
BACKGROUND: The purpose of the Impact Fee Advisory Committee is to review and monitor
the process of calculating, assessing, and spending impact fees and shall make recommendations
to City Council.
The Impact Fee Committee shall consist of a maximum of seven members. Members must be
either property owners, residents, or actively engaged in business or employment within the
Kalispell city limits. The Committee currently has three vacancies and one applicant.
RECOMMENDATION: Mayor Johnson appoint Brian Plunkett to the Impact Fee Advisory
Committee for a term expiring April 30, 2024, followed by a motion from Council confirming
approval of the appointment.

Growth in Kalispell is inevitable. I believe it's imperative to the community to assess the
impact of growth and neutralize the capital impact on existing infrastructure.
Detail any education, knowledge, or experience you have which would be beneficial to this board, committee
or commission:
I have a Bachelors Degree in Electrical and Electronic Engineering Technology and am
currently licensed as a Profession Engineer in the state of Montana. I have twenty two
years' of experience in the electric utility industry with a strong background in system
planning, capital/expense budget oversight, and administrative policy procurement.
