Resolution 3784 - Resolution of Intent - Mill Levy - Health DeptRESOLUTION NO. 3784 A RESOLUTTON OF INTENTION AUTHORIZING THE CITY OF KALISPELL TO SUBMIT TO THE QUALIFIED AND REGISTERED ELECTORS OF THE CITY OF KALISPELL THE QUESTION OF INCREASING THE MILL LEVY TO FUND THE CTTY'S SHARE REQUIRED TO OPERATE THE FLATHEAD CITY/COUNTY HEALTH DEPARTMENT. WHEREAS, the City of Kalispell is partially responsible through an Tnterlocal Agreement dated the 14th of March, 1980 to support the Flathead City/County Health Board, and WHEREAS, the Flathead City/County Health Board passed a resolution for emergency taxation on the 18th day of February, 1988; WHEREAS, the Department of Health found insufficient funds to adequately operate the Department for the 1988-1989 fiscal year due to property tax limitations of Sections 15-10-401 and 15-10-402, M.C.A.; WHEREAS, the Department of Health expended their reserve funds in order to operate during the 1986-1987 and 1987-1988 fiscal years; WHEREAS, the estimated short fall for the Department for the fiscal year 1988-1989 is in the amount of $159,674.00; WHEREAS, the Department of Health has reduced its operating expenses, and its staff, has increased its licensing and service fees and curtailed services to essential operations necessary to comply with laws and regulations; WHEREAS, no alternative sources of revenue are available; and WHEREAS, the need remains to immunize against polio, mumps, di.p- theria, pertusis, tetanus, measles, small pox, influenza, hepatitis, rabies and other communicable diseases; follow-up of animal bites of humans; provide maternal and child health services; Well baby services; Women, Infant and Child health services; Review of plans and inspection of septic system installations; inspection of surfacing disposal systems; inspection of water supplies, inspection and licensing of restaurants, grocery stores, swimming pools, trailer parks, motels, hotels, bed and breakfast units, meat markets, and slaughter houses; investigation of complaints; air quality control; inspection of schools, etc.. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF KALISPELL AS FOLLOWS: SECTION I. That the City Council of the City of Kalispell authorizes the following question to be placed on the ballot on June 7, 1988: Shall the City Council of the City of Kalispell, Montana, be allowed to levy sufficient mills for the operation of the Flathead City/County Board of Health to raise $35,155.00 more than was .raised to support the Board of Health by the City of Kalispell for fiscal year 1986-1987. SECTION II. That the polling place, poll hours, and election judges shall be the same as are appointed for the regularly scheduled June 7, 1988, primary election.
