B. DISCUSSION ITEMS 1. Flathead City -County Health Department Interlocal Agreement City Manager Doug Russell provided the staff report for this item. 00:06:45 Council President Graham began questions related to board make-up. 00:07:06 Councilor Daoud continued questions related to board make-up. 00:10:43 Councilor Hunter continued questions asking about budget approval and then questions regarding board terms and representation. 00:14:00 Councilor Nunnally asked questions regarding jurisdiction. 00:16:33 Councilor Carlson asked questions regarding board terms. 00:17:38 Councilor Kluesner continued questions regarding the agreement. 00:21:14 Councilor Daoud continued questions regarding the length of the agreement. C. PUBLIC COMMENT Page 1 of 3 Kalispell City Council Minutes, September 27, 2021 Council President Chad Graham opened public comment. Jamie Quinn, Public Comment Ms. Quinn with the Flathead Food Bank invited Council to a town hall event co -hosted with partner agencies at the Gallatin Gateway Mall focusing on suicide prevention this Wednesday, September 29, 2021, from 6:30 to 8:30 p.m. They will have Dr. Scott Poland, a suicide prevention expert, the Nate Chute Foundation, the Kalispell Police, Tamarack Grief Resources and other agency representatives in attendance. Another townhall will happen on October 27th at 11 a.m. in the Gallatin Gateway Mall regarding homelessness and related services provided in the community. Tonva Horn, Public Comment Ms. Horn, Executive Director of the Flathead Warming Center, at 889 North Meridian Road shared the mission of the Warming Center, then listed the services they offered last winter and related numbers, demographics, and statistics. She announced they are installing showers and laundry at the facility for anyone. They will also extend their hours to open at 6 p.m. and will remain open until 10 a.m. From 8 a.m. to 10 a.m. they will also have a resource center available with wrap around services. Haircuts will be provided on Saturdays, with church's rotating to provide services on Sunday. She spoke regarding the compassion of the community to make the Warming Center a reality. Ms. Horn invited Council to The Warming Center Grand Opening this Saturday, October 16, from 4 to 7 p.m. with a ribbon -cutting at 5:30 p.m. She also invited staff from the Building and Planning Department. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS 00:29:33 Next Monday night's council meeting will include the Flathead City -County Interlocal agreement, and the marijuana zoning regulation, as well as the agreement with Kalico Art for art wraps on the traffic signal boxes. 00:30:13 Councilor Hunter spoke regarding the great work that the Warming Center has been doing including the expansion of services. He then commended the response from Jamie Quinn and partners in response to the challenges our youth are facing. He spoke regarding attending the Suicide Prevention Walk over the weekend and the great turnout for that event. He said it is nice to see the community coming together with a response to build solutions for the suicide issues. 00:31:29 Council President Graham reported that Mayor Johnson and Councilor Waterman are attending a suicide prevention event this evening at Canvas Church.
