A RESOLUTION OF INTENTION TO ADOPT, REVISE OR REJECT CERTAIN RECOMMENDED
AMENDMENTS TO THE KALISPELL CITY -COUNTY MASTER PLAN.
WHEREAS, the City Council of the City of Kalispell on the 16th day
of September, 1985, adopted the Kalispell City -County Master Plan,
and
WHEREAS, First Citizen's Bank of Polson applied for an amendment
to the Kalispell City -County Master Plan to change the land use
designation of a certain parcel of land in the city limits of Kalispell
on the 16th day of April, 1986, and
WHEREAS, the request is to amend the map of said plan to change
the land use designation from High Density Urban Residential to Light
Industrial for 4.6 acres of land on the easterly side of North
Meridian Road in an area across from the Pacific Power and Light
Office and which is more particularly described in the attached Exhibit
"A", and,
WHEREAS, the Flathead Regional Development Office has evaluated
the request and submitted a report to the Kalispell City -County Planning
Board and Zoning Commission with findings and recommendations thereto,
and
WHEREAS, a notice of public hearing was duly noticed and held on
May 13, 1986 by the Kalispell City -County Planning Board and Zoning
Commission in accordance with Section 76-1-603, M.C.A., and
WHEREAS, said Board carefully reviewed the application, staff
report, and public testimony pertaining to said application and made
the following findings:
That special circumstances and limitations to development
are
inherent to the general area;
That
development of the subject property will require special
considerations
to minimize impacts to the
surrounding area;
That
drainage control, traffic movement,
ingress/egress, and
open
space are integral considerations to
the development in
the
area, and
That
control of site design and allowable
uses are necessary
to ensure
a compatible and mitigated industrial
development
of the
property, and
WHEREAS, this Board concludes that a land use change from High
Density Urban Residential to Light Industrial is only appropriate if
future industrial development of the property is carefully controlled
to ensure compatibility between uses and mitigation of impacts.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Kalispell as follows:
SECTION I. That the City Council of the City of Kalispell
hereby adopts this Resolution of Intention to Adopt, Revise
or Reject the Proposed Amendment to the Kalispell City -County
Master Plan as proposed by the Kalispell City -County Planning
Board and Zoning Commission by resolution on the 13th day of
May, 1986.
SECTION II. That the Council at the next regularly scheduled
meeting of the City Council shall consider said amendment by
adopting, revising or rejecting said amendment.
