At 7:08 p.m. the meeting came out of recess with the video technology fixed. Councilor Gabriel
and Councilor Hunter were then able to join the meeting via video conference.

2. Professional Services Agreement for Stormwater Oualitv Treatment
Facilities , a
Out of four submittals, staff is recommending that AE2S is selected as the firm to
proceed with the Kalispell Stormwater Quality Treatment Facilities project.
Professional Services Agreement for Utility Modeling a
Staff is recommending that AE2S be selected as the firm to proceed with the
Kalispell Utility Modeling Professional Service.
4. Bid Award for Police Interceptor Vehicles a
Two bids were received for two Police Interceptor Vehicles. Staff is
recommending the bid be awarded to Duval Ford in the amount of $81,396.76.

This is the second reading of Ordinance 1863, a zone change request of R-4,

F. COMMITTEE REPORTS - Flathead Ci . -County Health Department, Joe Russell
Public Health Officer Joe Russell with the Flathead City -County Health Department provided a
report regarding the ongoing COVID-19 pandemic. He provided slides showing new cases over
time and talked about the effectiveness of the vaccine and the vaccine rate in the county. He
shared that the Delta variant is at least 4 times more infectious than the previous variant. Mr.
Russell showed a graph with the positivity rate versus total tests and another graph tracking
weekly vaccination administration and percent immunized in the County. He then showed the
inverse relationship between vaccination and COVID disease. Mr. Russell then shared data
regarding breakthrough cases between July 1 and September 14, 2021. A comparative graph then
showed cases in 0-to-18-year olds versus total cases. He then spoke regarding the current
recommendations from the county regarding quarantining. He spoke further about how they
track data.

1. Police Search Building Bid a
Three bids were received for the Police Search Building, but all came in far above
budget. Staff will present a PowerPoint regarding the building and further options.
City Manager Russell began the staff presentation.
Police Chief Doug Overman continued the staff presentation for this item.

questions about the current search facility being rented.

J. CITY MANAGER, COUNCIL, AND MAYOR REPORTS (No Action)
City Manager Russell provided the following report:
• The Montana League of Cities and Towns Conference and the National League of Cities
and Towns Conference are both moving to online, virtual platforms.
• The next work session topic on September 27, will be a draft update of an interlocal
agreement with the Flathead City -County Health Department.
• Kalico Art is ready to move forward for final approval of an agreement for wrapping
signal boxes.
• Marijuana will be a topic under discussion in October.
01:00:43 Councilor Nunnally spoke regarding the tragic loss of local students to suicide. He
spoke regarding the need for conversations and solutions within the community.
01:01:57 Councilor Waterman agreed with Councilor Nunnally's concerns about recent suicides
and the need for ongoing community conversations about the issue. He reminded the public to
utilize the Health Department as a resource for facilitating conversation, etc. Councilor
Waterman spoke regarding the shooting that occurred last week and what a tough day that was
for law enforcement and the community.
01:03:07 Councilor Daoud thanked the Police Chief and the Officers and mentioned how
mentally draining these hard issues have been on them. Councilor Daoud then sent out
condolences to the family of the shooting victim. He then spoke regarding the response at the
shooting of a private bystander citizen who engaged the shooter with a gun.
01:04:22 Mayor Johnson also spoke regarding the shooting event that happened last week and
the actions of the bystander, and the effect the event has on the family of the victim, the
survivors of the event, and the community. He then spoke regarding the suicide epidemic among
our youth that is affecting the community and the nation. He spoke regarding the lack of hope
among youth and the negative affects of constant division amongst people across the nation.
