Sam House CDBG Plan Grant Award AcceptCITY 7tial� KALISPELL Report To: Doug Russell, City Manager Development Services 201 1 st Avenue East - Kalispell, Montana 5991 Phone (406) 758-7940 From: Katharine King, Community Development Manager Subject: Award Acceptance of Community Development Block Grant (CDBG) Planning Grant for Samaritan House Meeting Date: October 4, 2021 BACKGROUND: At the Public Needs Assessment Hearing held November 2021, the critical need for additional affordable housing in Kalispell was addressed by multiple presenters including the Samaritan House. On May 3, 2021, City Council passed Resolution No. 6021 to hold a public hearing on May 17, 2021, regarding a Samaritan House application to the Community Development Block Grant (CDBG) Planning Grant program. At the public hearing comments were made in support of the project with none dissenting. Samaritan House submitted its grant application in June 2021, requesting $50,000. The purpose of the request was to develop a preliminary architectural report (PAR) for the expansion of the Samaritan House facility at 1110 2nd Street West. Currently, Samaritan House operates offices and feeding programs at the location. Planning grant funding would enable Samaritan House to plan for the addition of: four multifamily residential buildings (16 2-3 bedroom units), renovate the existing structure to create 16 single occupancy units for veterans, modify a portion of the administrative space and improve operational flow of the facility. The facility expansion would increase Samaritan House's capacity to serve local, very low-income individuals and families in need of rental housing. On September 13, 2021, the Department of Commerce awarded Samaritan House a $30,000 CDBG Planning Grant for the work described above. Samaritan House will provide matching funds per program requirements at a rate of 1 to 3. The Preliminary Architectural Report for the project will be completed by end of calendar year 2022. FISCAL IMPACT: The project will have no financial contributions from the City of Kalispell. RECOMMENDATION: It is recommended that Council accept the CDBG Planning Grant for the Samaritan House.
