A RESOLUTION TO AMEND RESOLUTION N0. 3396 , BY AMENDING THE STANDARDS
AND GENERAL PROVISIONS FOR DESIGN AND CONSTRUCTION FOR THE CITY OF
KALISPELL, MONTANA.
WHEREAS, the City of Kalispell adopted on the 15th day of March,
1982, pursuant to Ordinance No. 1003, the "Standards and General
Provisions for Design and Construction," City of Kalispell, Montana,
and
WHEREAS, it has become necessary to amend and correct the "Standards,
. all
and General Provisions for the Design and ConstrueVf in" for the eff;Fcient
operation of the City of Kalispell Public Works.
{ NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL THAT THE STANDARDS AND GENERAL PROVISIONS FOR DESIGN AND
CONSTRUCTION OF THE CITY OF KALISPELL, MONTANA, ARE AMENDED AS FOLLOWS:
SECTION I. As set forth in Exhibit "A" attached hereto and
thereby made a part hereof.
SECTION II. This Resolution shall become effective immediately
upon passage by the City Council and approval by the Mayor.

1. Utility Excavation Permit. All work affecting
underground utility improvements requires an utility
excavation permit approved by the Director of Public
Works or his authorized representative. The permit
will not be,approved until all licensing, insurance
and bonding 'requirements have been met and necessary
fees paid. Utility excavation permits are required
for:
In the paragraphs Water Tap and Sanitary Sewer Connection

After the Sanitary Sewer Connection paragraph add the following
paragraphs:
Storm Sewer Connection. A utility excavation. permit
far an individual service connection shall be
obtained for any storm sewer service prior to
connecting, extending or reconstructing the service
to the structure or property to be served. The
permittee, at the permittee's expense, shall perform
all excavation, install an approved saddle on the
main, install all piping, place all backfill and
restore all surfaces. The City shall inspect the
connection and service prior to backfill. Require-
ments for restoration of paved surfaces shall be
the same as for the water tap.
Private Utility Taps and Connections. A utility
excavation permit for an individual tap or connection
to an underground private utility (gas, power, tele-
phone, etc.) shall be obtained prior to tapping or
connecting to said utility. The permittee shall
perform all excavation, place all backfill and
restore all surfaces. Requirements for restorations
of paved surfaces shall be the same as for the
water tap.
2. Public Right of Way Improvement Permit. All
work within the public right of way, that is not a
component of the utility excavation permit, shall
require a public right of way improvement permit
approved by the Director of Public Works or his
authorized representative. The permit will not be
approved until all licensing, insurance and bonding
requirements have been met and necessary fees paid.
This permit shall include, but is not.limited to,
street construction, sidewalk and curbing install-
ation, driveway access, etc.

Guarantee for Equipment, Materials, and Workmanship.
At the end of the paragraph add the following sentences:
Until the record drawings (described in Section
II, Article DC-09) have been submitted to the City,
the City will not accept the job or the project as
completed. After the drawings have been submitted
to the City, the City will issue written acceptance
to the engineer. From the date of written acceptance
by the City the one year guarantee period begins.

Storm Drainage Systems
Change the first sentence to read as follows:
For any development, irrespective of the number of
lots, containing 28,000 or more square feet, the
Professional Engineer shall submit a

In the first paragraph change "Construction Permit" to "Excava-
tion Permit"
In the third paragraph after the second sentence add the
following sentences:
The drawings shall define the type and size of
pipe. They shall show the location of all underground
fittings. Vertical distances shall be tied to a
bench mark approved by the City. The drawings
shall show the testing results. The drawings shall
be certified by a licensed engineer from the State
of Montana.

Hub or bell of equal diameter
as service .line.
1. Hub or bell of equal diameter and type of pipe which will be used for
. the service line shall be used for the connection to the existing main.
2. Hub or bell must not protrude more than 1/4 inch into existing mains.
3. All connections to mains shall be watertight. A filet of grout shall
be applied around the diameter of the hub or bell to assure a water-
tight or leakproof connection.
4. This type of connection shall be approved by the City prior to installation.
5. This type of connection shall be used on mains of 15 inches or larger
diameter.
6. All construction phases of this type of connection shall be inspected
by the City of Kalispell's Public Works Department.
