SUBJECT: Kalispell Stormwater Quality Treatment Facilities Project
MEETING DATE: September 20, 2021
BACKGROUND: The City has applied for and will be awarded ARPA funding to support
project costs for the design and construcion of two stormwater treatment facilities. This project
will design and install two stormwater water quality treatment devices/facilities prior to the out
falling into Ashley Creek just south of the intersection of 81h Ave W and 1 lth St W, and just west
of 1st Ave W (south of the City Shop Complex).
The City solicited for statement of qualifications from pre -qualified engineering firms and
received four submittals. The Selection Committee reviewed the submittals and reference
information and scored the submittal accordingly.
REQUIRED SERVICES: The selected firm will provide services as follows:
• Topographic and Utility Survey
• Stormwater Modeling
• Engineering Design
• Construction Drawings and Contract Documents
• Bidding Phase Administration
• Funding Administration Support
• Construction Administration and Inspection
• Post Construction — record drawings/warranty bond
RECOMMENDATION: Staff is recommending AE2S be awarded the project based on their
qualifications as submitted in the statement of qualifications.
ACTION REQUESTED: Motion to select AE2S as the firm to proceed with the Kalispell
Stormwater Quality Treatment Facilities project.
FISCAL EFFECTS: ARPA Competitive Grant funding and City Storm Sewer funds are
scheduled to support the costs of this project. The City has applied and was awarded ARPA
Competitive Grant funding to support 50% of the consultant services and construction costs of
this project. City funding for this project will be supported over two fiscal years. In FY 22
Kalispell's portion of the City's match is allocated in Storm Sewer FY 22-line items 969: 1st Ave
W — S. of City Shops. The remaining City portion will be allocated from the Storm Sewer
Capital - Outlay Projects in the FY 23 Budget.
