RESOLUTION NO. 6048B
A RESOLUTION REVISING AN AMENDMENT TO THE KALISPELL GROWTH
POLICY -- PLAN IT 2035 BY AMENDING AND ADOPTING THE MOVE 2040
KALISPELL AREA TRANSPORTATION PLAN.
WHEREAS, pursuant to MCA 76-1-601 the Kalispell Growth Policy —Plan It 2035 was adopted
by the Kalispell City Council on July 3, 2017; and
WHEREAS, the Plan It 2035 Amendment calls for updating the 2008 Kalispell Transportation
Plan as a key project to help guide the development of the urban transportation
system in a comprehensive and methodical fashion; and
WHEREAS, the MOVE 2040 Kalispell Area Transportation Plan has been developed through
significant public outreach and response from the Kalispell residents and
stakeholders and is described and set forth within Planning Board Resolution
#KGPA-21-02; and
WHEREAS, on July 13, 2021, the Kalispell City Planning Board held a public hearing, after due
and proper notice, received written and oral public comment, and reviewed the
MOVE 2040 Kalispell Area Transportation Plan, which evaluated the proposal based
upon the goals and objectives of the Growth Policy, the purpose of zoning and
current circumstances in the planning jurisdiction; and
WHEREAS, at the conclusion of the public hearing and after consideration of the proposed
amendment, the Kalispell City Planning Board adopted report #KGPA-21-02 as
findings of fact and recommended approval of the proposed Growth Policy
amendment; and
WHEREAS, on August 2, 2021 the Kalispell City Council responded to the Planning Board
recommendation by passing Resolution 6033, a Resolution of Intention to Adopt,
Revise or Reject a Proposed Amendment to the Kalispell Growth Policy — Plan It
2035 and called for a public hearing to be held on August 16, 2021; and
WHEREAS, on August 16, 2021 the Kalispell City Council, after due and proper notice, held a
public hearing on the Kalispell City Planning Department request and received
further written and oral public comment regarding the application of the Kalispell
Planning Department report #KGPA-21-02; and
WHEREAS, the Kalispell City Council finds that it is in the best interest of the City to amend the
Kalispell Growth Policy — Plan It 2035, and revise the recommendations of the City
Planning Board by adopting as its findings the following:
WHEREAS, in all other respects, not inconsistent with the above, the Council adopts the Kalispell
Planning Department report #KGPA-21-02 as its findings of fact, and further finds
that it is in the best interests of the City to adopt said revised amendment to the
Kalispell Growth Policy — Plan It 2035 consisting of amending and adopting the
MOVE 2040 Kalispell Area Transportation Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL, AS FOLLOWS:
SECTION 1. That pursuant to Section 76-1-604, MCA, the Kalispell City Council hereby
adopts as an amendment to the Kalispell Growth Policy — Plan It 2035, the
amended MOVE 2040 Kalispell Area Transportation Plan hereto attached as
Exhibit A.
SECTION 2. This Resolution shall become effective immediately upon its passage by the
City Council.
PASSED AND APPROVED BY THE CITY COUNCIL AND SIGNED BY THE MAYOR OF
THE CITY OF KALISPELL, THIS 7TH DAY OF SEPTEMBER, 2021.
