SUBJECT: Lower Zone 1.7 MG and 2.7 MG Storage Tanks Roof Replacement Project
MEETING DATE: September 7, 2021
BACKGROUND: Kalispell's lower pressure water zone is serviced with two large storage tanks. This
project will remove and replace the timber structure - membrane roofs on the existing 1.7 MG and
2.7 MG lower zone water storage tanks with new concrete roofs. Both tank roofs were reconstructed in
2002; the reconstruction involved section replacements of the roof timbers and installation of a
membrane roofing system. However, continual condition audits have shown the roofs are structurally
deficient and the entire roof structure is now in need of a complete replacement.
The City solicited for statement of qualifications from pre -qualified structural engineering firms and
received two submittals. The Selection Committee scored the firms after reviewing the submittals and
reference information. The Selection Committee consisted of four City staff representatives within the
Public Works Department.
REQUIRED SERVICES: The selected firm will provide services as follows:
• Structural/Geotechnical Inspection and Preliminary Analysis — identify the condition of the existing
structural elements and how they can be utilized as part of the new roof.
• Structural Design — design roof system that interfaces with existing concrete structure
• Bidding Documents — preparation of bid document for bidding the project
• Funding Administration Support — support with funding documentation for project bonding
• Construction Administration and Inspection — review submittals, construction contracts, process
payments application, final walk through, etc.
• Post Construction — record drawings/warranty bond
RECOMMENDATION: Staff is recommending MMI, Inc be awarded the project based on their
qualifications as submitted in the statement of qualifications.
ACTION REQUESTED: Motion to select MMI, Inc as the firm to proceed with the Lower Zone 1.7
MG and 2.7 MG Storage Tanks Roof Replacement Project.
FISCAL EFFECTS: This project is scheduled to take place over several years. The design will be
complete in fiscal year 2022 and the construction will take place in the following two years.
Engineering costs for the Lower Zone 1.7 MG and 2.7 MG Storage Tanks Roof Replacement Project
are allocated in the Water Fund Budget Line Item 95210-447-430550-969.
Depending on the outcome of the ARPA competitive grant program, construction costs will be funded
from either a State Revolving Fund loan, or ARPA allocations including the Local Fiscal Recovery
Fund, Minimum Allocation Grants, the State Competitive Grant, or a combination thereof. The City
has applied for ARPA funding to support the costs of this project. ARPA Grant funding for the first round
of requests are schedule to be awarded in September of 2021.
