SUBJECT: Replacement of Noffsinger Spring Source Project
MEETING DATE: September 7, 2021
BACKGROUND: Noffsinger Springs, Kalispell's oldest water source facility, was brought online in
May of 1916. The facility condition has prompted the City to plan and replace the spring facility with an
equivalent new municipal water supply well. Noffsinger water supply is a necessary component of the
firm (flowrate) delivery requirements to support Kalispell's current water demand, as such it is imperative
to the public water supply to replace the spring source with a well source.
The City solicited for statement of qualifications from pre -qualified engineering firms and received two
submittals. The Selection Committee reviewed the submittal and reference information and scored the
submittals accordingly.
REQUIRED SERVICES: The selected firm will provide services as follows:
• Well Site Selection
• Topographic and Utility Survey
• Well Design, Bidding and Drilling Oversight
• Water Rights Permitting
• Engineering Design (pump, well building, and connection pipes)
• Construction Drawings and Contract Documents
• Bidding Phase Administration
• Funding Administration Support
• Construction Administration and Inspection
• Post Construction — record drawings/warranty bond
RECOMMENDATION: Staff is recommending Robert Peccia and Associates be awarded the project
based on their qualifications as submitted in the statement of qualifications.
ACTION REQUESTED: Motion to select Robert Peccia and Associates as the firm to proceed with the
Replacement of Noffsinger Spring Source Project.
FISCAL EFFECTS: Funding to support the Replacement of Noffsinger Spring Source Project is
allocated in Kalispell's Water Fund Budget Line Item 95210-447-430550-925 and -355.
Additionally, the City has applied for ARPA funding to support the consultant services and construction
costs of this project. ARPA Grant funding for the first round of competitive requests are scheduled to be
awarded in September of 2021. Depending on the outcome of the ARPA competitive grant program, the
City may receive and expend ARPA allocations including the Local Fiscal Recovery Fund, Minimum
Allocation Grants, the State Competitive Grant, or a combination thereof to support the costs of this
project.
