A RESOLUTION OF INTENTION TO MODIFY THE DOWNTOWN REDEVELOPMENT
PLAN TO APPROVE CERTAIN URBAN RENEWAL PROJECTS.
WHEREAS, the City Council of the City of Kalispell on the loth day of September
1979, adopted Ordinance No. 933, entitled AN ORDINANCE APPROVING TH�
KALISPELL DOWNTOWN REDEVELOPMENT PLAN FOR THE CITY OF KALISPELL,
MONTANA AS AN URBAN RENEWAL PLAN AND THE FEASIBILITY OF RELOCATION;
AUTHORIZING THE MAYOR TO IMPLEMENT THE PLAN WITH POWERS CONTAINED
IN THE URBAN RENEWAL LAW, and
WHEREAS, said Ordinance No. 933 directed that an urban renewal plan for
blighted areas within the Kalispell Downtown Redevelopment Area be developed in
accordance with the Montana Urban Renewal Law, and
WHEREAS, certain urban renewal projects have been submitted to the City for
review by the Kalispell City -County Planning Board and recommendation as to
conformity with the Kalispell City -County Master Plan.
WHEREAS, the Kalispell City -County Planning Board should review the projects
under Section 7-15-4217 M.C.A. to determine:
A) the effect, if any, the projects may have on persons displaced by
the projects
B) the conformity of the projects with the Kalispell City -County Master
Plan,
C) if the projects will afford maximum opportunity, consistent with the
needs of the community as a whole, to rehabilitate and redevelop the
urban renewal area by private enterprise, and
D) a sound and adequate financing program for the projects .
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL,
SECTION 1. That the following Urban Renewal Projects be submitted
for review by the Kalispell City -County Planning Board.
a . Parking Improvements Project. This Project will consist
of the acquisition of land for and the construction of
approximately five hundred (500) off-street parking spaces
in the Project Area. The estimated cost of the Parking
Improvements Project is approximately $500,000. The City
anticipates financing the cost of the Parking Improvement
Project through the sale of TIF Revenue Bonds.
b. West Side Park Project This Project will consist of the
acquisition of land for and the furnishing and equipping of
a neighborhood park adjoining the Elrod Grade School with
the Project Area. The estimated cost of the West Side Park
Project is $200,000. The City anticipates financing the cost
of the West Side Park Project through the sale of TIF Revenue
Bonds.
C. Redevelopment Project. This Project will consist of the
acquisition by the City of certain parcels of land deemed
"blighted" as defined by the Act within the Project Area
and the undertaking of clearance and demolition activities
necessary to make the land available for redevelopment by
private enterprise. The estimated cost of the Land
Redevelopment Project is $500,000. The City anticipates
financing the cost of the Redevelopment Project through the
sale of TIF Revenue Bonds. '
d. 5th Avenue West Construction Project. This Project
consists of reconstruction of 5th Avenue West from Center
Street to 6th Street West in the Project Area. The estimated
cost of the 5th Avenue West Construction Project is $800,000.
The City anticipates financing the cost of the 5th Avenue
West Construction Project through the sale of TIF Revenue
Bonds.
e . Depot Park Loop Elimination. This project consists of
the elimination of an unnamed Street on the Easterly and
Northerly boundary of a City Park commonly known as Depot
Park as shown on Map, Exhibit "Ell, Page 13_of the Kalispell
Downtown Redevelopment Plan. The City upon eliminating
the road shall use the property to expand Depot Park and
to provide Twenty -Eight (28) parking spaces for use by
individuals visiting the park and using the old Great Northern
Depot. This project is being financed by money budgeted
from the Tax Increment Fund and is a portion of the Center
Street Reconstruction Project. The total cost of the Center
Street Reconstruction Project is $481 , 610.15.
SECTION 11. That a public hearing be scheduled on said Urban Renewal
Projects to be held on the. 21st day of October, 1985, at which time the
City Council of the City of Kalispell shall consider this Resolution of
Intention, the Kalispell City -County Planning Board report, public
comment, and either accept, modify or reject an Ordinance approving
the said Renewal Projects.
SECTION Ill. The City Clerk -Treasurer is hereby authorized and directed
to give proper legal notice of said public hearing in accordance with
Section 7-19-4213 M.C.A. ,
