A. CALL TO ORDER
Mark Johnson called the meeting to order at 7 p.m.

Council Member - Kyle Waterman: Present

Staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Development
Services Director Jarod Nygren, and Senior Planner P.J. Sorensen.
B. DISCUSSION ITEMS
1. Parkline Area Design Standards
Senior Planner P.J. Sorensen showed visuals on the screen of the project already going through
the review process that is planned along the trail at the site of the grain silos.
Mayor Johnson asked questions related to the developments currently along the trail or under
review.
00:08:19 Staff reviewed the procedure for projects to go before the Architectural Review Board.
00:10:03 Planning Director Jarod Nygren spoke regarding previous Council action rezoning the
core area.
00:11:27 Councilor Hunter spoke to his request for this item on the work session stating specific
requirements he would like Council to impose on developments along the trail.
00:20:23 City Manager Russell indicated that staff would need to look into questions raised.

00:21:03 Senior Planner P.J. Sorensen and Planning Director Nygren spoke to some of the
questions and comments raised by Councilor Hunter.
00:25:45 Councilor Hunter provided further discussion about what he would like to see for
standards.
Staff provided background about what might be feasible and what may be problematic.
00:30:32 Councilor Waterman asked questions regarding accessibility requirements. He then
provided discussion.
00:31:59 Mayor Johnson provided discussion.
00:33:49 Councilor Waterman asked questions regarding cash in lieu requirements along the
Parkline.
00:34:19 City Manager Russell spoke to Councilor Waterman's question.
Council and staff continued discussion regarding park requirements.
00:40:52 Councilor Daoud provided his thoughts in opposition to imposing additional design
standards. He would however be in favor of removing park requirements along the trail or
abutting a recreational area.
Council further discussed park requirements along the trail.
Council spoke to the intent of what they would like to accomplish.
00:48:13 Mayor Johnson provided discussion related to providing flexibility to developers.
00:49:37 Councilor Kluesner continued discussion in favor of variety and flexibility and spoke
regarding the significant investment that would be put into projects by developers. He spoke
regarding what he feels Council does not want to see along the trail but spoke to trusting
developers and the current process.
00:54:28 Councilor Waterman spoke regarding smaller projects and what developers are able to
do.
00:55:58 Staff spoke to questions raised about trail interaction.
00:59:56 Councilor Hunter provided further discussion regarding the standards he would like to
see.

01:03:41 Mayor Johnson provided discussion related to parking and market factors.
Council continued discussion regarding parking and the location of parking.

01:09:20 Council Kluesner asked questions related to standards and provided discussion.
01:10:49 Staff spoke to the constraints of the Architectural Review Committee and answered
questions related to developer's current plans along the trail.
01:14:20 Councilor Waterman provided discussion in favor of providing some standard
guidelines.
01:16:28 Planner Sorensen spoke to current Architectural Review Committee criteria and how
those have evolved.
01:19:22 Councilor Gabriel provided discussion regarding concerns she would have with some
of the standards proposed.
01:22:32 Councilor Hunter provided further discussion.
01:24:20 Councilor Nunnally asked about the reasoning behind the current height restrictions.
01:26:36 Councilor Waterman provided further discussion about park requirements.
C. PUBLIC COMMENT
Mayor Johnson opened public comment.
Karlene Khor, Public Comment
Ms. Khor, Manager of La Lark LLC spoke to the request for proposals that went out on
the 3rd and Main lot explaining why she feels the location in question will have a negative
impact on the small businesses and historic buildings adjacent to the project.
Luke Rummage, Public Comment
Mr. Rummage of 1910 Jefferson Boulevard asked Council how they would like Kalispell
to look in the core area around the Kalispell Trail and spoke in favor of several items that
were brought up by Council. He spoke in favor of a cohesive Parkline design while
allowing creativity.

Seeing no further public comment, Mayor Johnson closed public comment.
D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS
City Manager Russell provided the following report:
• Reminder that the City Council will not meet August 30 since it is a fifth Monday of the
month. Monday, September 6, is a holiday, so the next regularly scheduled meeting will
occur Tuesday, September 7, 2021.

Councilor Kluesner spoke to the public comment provided by Ms. Khor.
E. ADJOURNMENT
Mayor Johnson adjourned the meeting at 8:42 p.m.
