CALL TO ORDER Mayor - Mark Johnson: Present Council Member - Kari Gabriel: Present via video conferencing Council Member - Sandy Carlson: Present Council Member - Sam Nunnallv: Present Council Chair - Chad Graham: Absent Council Member - Kyle Waterman: Present Council Member - Sid Daoud: Present via video conferencing Council Member - Tim Kluesner: Absent Council Member - Ryan Hunter: Present Staff present included City Manager Doug Russell, City Clerk Aimee Brunckhorst, Development Services Director Jarod Nygren, Senior Civil Engineer Tom Tabler, and Community Development Manager Katharine King. B. DISCUSSION ITEMS 1. Proposal for Development of 3rd Street West and Main Street Lot 4" a City Manager Doug Russell provided an overview of the process that this item has gone through. 00:04:23 Development Services Director Jarod Nygren provided the staff presentation on this item beginning with the long history of planning documents that discuss and recommend developing city surface parking lots. Director Nygren then went into the proposal that was received through the city's request for proposals process. 00:13:50 Councilor Hunter asked questions about the proposal. City Manager Russell explained that details would need to be worked through with a Developers Agreement, etc. in the future. 00:17:26 Councilor Hunter asked questions regarding the use of Tax Increment Financing (TIF) money. 00:20:01 Mayor Johnson provided background about the process this type of item would go through. Page 1 of 4 Kalispell City Council Minutes, July 26, 2021 00:21:11 Councilor Waterman continued questions for staff. 00:22:41 Councilor Hunter provided discussion. 00:28:24 Councilor Nunnally provided discussion. 00:28:54 Councilor Hunter provided further discussion. 00:29:23 Councilor Daoud asked questions about the request for proposal details. 00:30:38 City Manager Russell spoke about the process moving forward. 00:31:14 Public Comment Mayor Johnson opened public comment. 00:31:29 Matt Nee, Public Comment Matt Rigg, owner of 213, 217, and 219 South Main Street spoke in favor of a new hotel downtown and other commercial development, though he would rather see a mix of residential and commercial. He then spoke regarding the demand for additional downtown parking. He would not like to see a policy that would reduce the amount of easily accessible parking to historic Main Street properties. 00:38:18 Mayre Flowers, Public Comment Ms. Flowers with Citizens for a Better Flathead spoke in agreement with the previous speaker. She then said she would like to see affordable housing within the proposal. Holly Keith, Public Comment Ms. Keith of 2160 Airport Road spoke regarding the high cost of living compared to wages and spoke regarding affordable housing issues. Tony Brockman, Public Comment Mr. Brockman, of 178 River Place said he stands in support of this proposal saying it addresses many of the things that the city and downtown have been seeking to encourage for many years. He feels it will do wonders for our downtown and downtown businesses. Seeing no further public comment, Mayor Johnson closed public comment. 2. Move 2040 Kalispell Area Transportation Plan Final Draft Review! a City Manager Russell introduced the plan. 00:45:38 Senior Civil Engineer Tom Tabler introduced consultant Wade Kline with KLJ Engineering who has been assisting with this long-range transportation plan. 00:46:52 Wade Kline with KLJ Engineering provided the presentation on the Kalispell Area Transportation Plan. 01:49:48 Councilor Waterman began questions for staff. Page 2 of 4 Kalispell City Council Minutes, July 26, 2021 Wade Kline answered questions. 01:56:35 Development Services Director Jarod Nygren spoke to questions from Council. 01:57:39 Mr. Kline provided further detail. 01:58:46 Councilor Hunter provided discussion about his concerns with the plan. 02:11:03 Councilor Nunnally asked questions related to sharing the plan with other entities such as the County. City Manager Russell responded to questions and comments by Council. 02:14:49 Mayor Johnson provided discussion related to Council comments. 02:17:19 Councilor Daoud provided discussion. 02:18:59 Councilor Hunter provided further discussion. 02:23:25 Councilor Daoud asked for details regarding next steps. 02:24:09 Councilor Waterman asked what the next conversations would be after adoption of the Transportation Plan. 02:25:12 City Manager Russell spoke regarding how the growth policy plays into plans such as this. C. PUBLIC COMMENT Persons wishing to address the council are asked to do so at this time. Public comment can be provided in person, verbally during the online meeting, or via email to publiccomment@kalist)ell.com. 02:28:54 Mayre Flowers, Public Comment Ms. Flowers with Citizens for a Better Flathead said she does not feel the transportation plan reflects the goals and vision of the city. She would also like to see the city work with Whitefish, Columbia Falls, and the County on a combined executive summary. D. CITY MANAGER, COUNCIL, AND MAYOR REPORTS City Manager Russell provided the following report: • Work continues on the trail. • Next work session: GIS (Geographic Information Systems) • Storage happening at the new city owned parking lot 02:35:20 Councilor Nunnally asked about the parking permit process. 02:35:53 Director Nygren spoke to Councilor Nunnally's questions about the parking permit process and available parking. He then talked regarding the Kalispell Parkline Trail and requested a work session to talk about design standards for development along the Parkline Trail. 02:43:06 Councilor Daoud asked council to be forward thinking about approval of marijuana with a conditional use permit. Councilor Daoud spoke to tourism as a huge economic driver and asked the public to be as patient as possible with travelers and each other as this is how our businesses survive. 02:46:14 Councilor Waterman would be interested in a work session about the Bicycle/Pedestrian plan this fall. E.
