A RESOLUTION CONDITIONALLY APPROVING THE PRELIMINARY PLAT OF
THOMPSON SUMMIT RIDGE ADDITION NO. 175.
WHEREAS, GREGORY D. BARKUS and KATHY J. BARKUS, the owners of
tract of land in the SEi, NEy, Section 1, T28N, R22W, P.M.M., Flathead County,
Montana, more particularly described in Exhibit "A", on the 23rd day of April,
1985, made an application to subdivide said property, and
WHEREAS, the Flathead Regional Development Office reviewed said Application
and submitted a report on the proposed subdivision on the 7th day of May, 1985,
and
WHEREAS, the proposed subdivision is a minor subdivision under the provisions
of §76-3 '505, M.C.A., and is entitled to summary review under §2.7 of the City of
Kalispell, Subdivision Regulations, and
WHEREAS, the owner by and through Thomas, Dean & Hoskins, Inc. P.E.,
presented the Preliminary Plat of said subdivision for review by the City Council
at the regularly scheduled council meeting held on the 17th day of June, 1985, and
WHEREAS, the City Council of the City of Kalispell, have reviewed the Preliminary
Plat, and made the following findings based upon the public interest criteria contained
in Montana law:
1) EFFECTS ON PUBLIC HEALTH AND SAFETY:
There appears to be no natural hazards associated with the subject
property and no artificial hazards, such as traffic congestion, are likely
to be created with development of the subdivision. The general public
health will be protected with provision of city services to the property.
2) EFFECTS ON WILDLIFE AND WILDLIFE HABITAT:
The subject property and adjoining lands are primarily committed to
urban land uses and, therefore, offer only marginal potential for wildlife
use. For these reasons, the proposed subdivision will not significantly
impact wildlife or wildlife habitat.
3) EFFECTS ON THE NATURAL ENVIRONMENT:
Development of the proposed subdivision will not adversely impact surface
or , groundwaters nor will any native vegetation or unique topographic
features be lost or compromised with development of the land.
4) EFFECTS ON TAXATION:
The subject property is now vacant and taxed accordingly. With the
development of the three (3) lots, tax revenue would significantly increase
and could approach $2,100 to $3,300 per year.
5) EFFECTS ON LOCAL SERVICES:
A. Schools:
The proposed subdivision may contribute 2 to 5 school -aged
children to the school system. This impact, in itself, is
not likely to create problems with school overcrowding.
B. Parks and Recreation:
A city -owned park is within walking distance of the proposed
subdivision. The subdivision should have a minimal impact
on the capacity of the park to serve the area residents.
The cash -in -lieu requirement for park dedication would be
,.approximately $1 ,500, which would represent 1/9 of the value
of the subdivision before improvements.
C. Fire/Police Protection:
The creation of three additional dwelling units should have
a minimal impact on the Kalispell Police Department and Fire
Department. Two fire hydrants are within 200 feet of the
proposed subdivision.
D. Medical:
A full range of medical facilities are located less than one

J mile from the proposed subdivision.
E. Roads:
Direct access to the subdivision is via Summit Ridge Road,
which is a 60-foot public road right-of-way. This road has
sufficient capacity to accommodate the approximately 18 daily
trips to be generated by the proposed subdivision.
F. Water/Sewer:
The subdivision will be served by the City of Kalispell water
and sewer systems that have sufficient capacity to serve
the proposed subdivision.
G. Solid Waste:
The subdivision will be eligible for city garbage service
with annexation into the city.
6) EFFECTS ON AGRICULTURE:
The soils of the proposed subdivision are suitable for crops but farming
of the subject land is not practical due to the close proximity of urban
development.
7) EXPRESSED PUBLIC OPINION:
The subdivision is being processed by the summary review procedure,
which does not require public notification or hearing.
8) - NEED FOR SUBDIVISION:
The proposed subdivision is located in a "desirable" residential location
where demand for housing appears to be high.
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
KALISPELL AS FOLLOWS:
SECTION I. The Preliminary Plat of Thompson Summit Ridge Addition
No. 175 is hereby approved, as serving the public interest, and the
name shall be known as Thompson Summit Ridge subject to the following
conditions:
1. That all improvements including connection to the city
water and sewer systems be installed pursuant to the City
of Kalispell's "Standards and General Provisions for Design
and Construction" at the developer's expense and meet the
approval of the City Public Works Director.
2. That cash in the amount of $1 ,500 be accepted in lieu
of park dedication. `
3. That the subject property be annexed to the city.
SECTION II. That the classification of said premises under the Kalispell
Zoning Ordinance shall not change by this action.
SECTION III. That the park dedication required by Section 76-3-606,
M.C.A., shall be satisfied by observance of Section I, (2), supra.
SECTION IV. That upon proper review and filing of the final plat of
said subdivision in the Office of the Flathead County Clerk and Recorder,
said premises shall be a subdivision of the City of Kalispell.

BY THE MAYOR THIS 17th DAY OF June 1985.
