Chairman Rold called the meeting to order and welcomed Board and City Staff.
PUBLIC COMMENT
None.
TIF & TEDD
South Kalispell Traffic Project: LHC's sub -contractors continue to work through the punch list items at the
South Kalispell Traffic Project. The City has requested additional tasks as well. All TIF funded tasks must be
complete by August 30, 2021.
Downtown: The City received one proposal in response to its Request for Proposals (RFP) for re -development
of the "Valley Bank Lot" at the corner of Main Street and 3rd Street West now renamed "3rd & Main". A
selection committee has been named and is meeting over the coming weeks to score the proposal and
interview the development group. Per the published schedule the anticipated contract award date by City
Council is September 20, 2021.
Kalispell Trail Design/TIGER/Kalispell Core & Rail Redevelopment: Construction of the Kalispell Parkline is
ahead of schedule with pouring of the concrete trail beginning July 22.
Old School Station: All six City -owned lots at Old School Station have sold or are under contract with the last
closing set for August 13th.
BROWNFIELDS
The City worked with EPA and Montana DEQ to facilitate a petroleum phase II environmental site assessment
at the Sweet Peaks location on Main Street in the Spring. EPA and MDEQ covered the costs for the phase II
sampling and reporting in addition to removal of fuel island canopy, underground storage tank and piping
removal.
The City completed three phase I environmental site assessments in advance of property sales as follows:
• Merit Properties location on 4t" Avenue EN
• SunRift Beer Company location on 1st Avenue WN
• Loose Change Casino location on Main Street
The City's Assessment grant has enough funds to cover one more phase I ESA which has been requested and
eligibility request will be submitted in the coming week for a property in the Core Area.

The Board's next meeting is scheduled for Wednesday, August 18, 2021 at 4 p.m.
